Meeting Minutes of May 15, 2017

 

 

The meeting was called to order at 5:00 p.m. by Robert Wright, Jr., Chair. Present at the meeting was Robert Wright, Jr., Chair; William I. Curless, Selectman; Walter Baker, Jr., Selectman; Martin Carrier, Treasurer; Elly Phillips, Town Administrator and Len Warren, interested members of the public.

 

The minutes from May 10, 2017 were approved as written.  The Board reviewed and approved the following manifests:

PAYROLL MANIFEST: $ 9,527.43

VENDOR MANIFEST:   $12759.79

 

APPOINTMENTS:

At 5:30 p.m. Len Warren regarding his interest in acquiring Tax Deeded Property located at Nelson Hill Road, M/L 06-500-272. Mr. Warren provided pictures of the subject property.  There is a dilapidated structure and a dilapidated trailer on the property.  Mr. Warren had an abutter interest in the property.  Mr. Warren was interested in cleaning the property up and building a tool shed/workshop.  Setbacks, particularly wetlands, would need to be determined for building potential.   The Board discussed having a preliminary inspection done for wetlands and setbacks.  The wetland inspection ($50.00) would be a cost to the interested party.  Selectman Wright expressed a preference to have a voluntary merger as a requirement for conveyance in order to create a conforming lot.  The Board discussed methodologies for conveyance of Town properties.  The Board reviewed the bid process, whereby the abutter would have the first right of refusal.  In addition, the town would set a minimum bid for the property.   The Board discussed a condition that if an abutter purchased the property and it was a nonconforming lot, the abutter shall merge the property with the abutting property and would receive a credit on the purchase of $500.00. The Board discussed clean-up of the property.   The proposed conditions will be reviewed by Counsel.  The Board will review Town-owned property at their next regularly scheduled meeting to determine whether or not they should be included in a bid process.

 

NEW BUSINESS:

The Board executed the 2017 1st Issue Tax Warrant in the amount of $3,429,924.00

 

Martin Carrier, Treasurer and the Board of Selectmen executed a Tax Anticipation Note in the amount of $950,000 at an interest rate of 2.25%.

 

OLD BUSINESS:

Selectman Baker reported on a rough estimate for repair of the granite cemetery posts with a base in between $2,000 and $5,000. The quotation does not include holes for the posts, chain or labor.  Selectman Baker suggested that the highway department could assist with digging the postholes and compacting the gravel.  The Board discussed and will research volunteer liability laws.  The Board will discuss this possibility with the Cemetery Trustees when the meet in June.

 

Selectman Baker discussed his meeting regarding the library ramp with Right Angle Engineering. The preliminary plans will be reviewed with Heidi Thoma, Librarian.

 

REVIEW OF CORRESPONDENCE:

Linda Ford, Certified Town Clerk/Tax Collector provided a list of properties slated for Tax Deed in July.

 

SELECTMEN’S COMMENTS:

Selectman Baker requested information regarding the voluntary merger process for Conservation Commission properties and was referred to Ed Canane, Land Use Coordinator to provide the appropriate applications/forms and to schedule the agenda item with the Planning Board.

 

There being no further business, the meeting was adjourned at 6:59.
