Committee Members Present:  Robert DeFelice; Victoria O’Connor; Andrew Palmer; Steven Hamilton; Gail Guertin; Julia Jones

Ex-Officio Present:  Robert Wright, Jr.

1.  Call to Order Regular Meeting

Chairperson DeFelice called the meeting to order at 6:35 p.m.

2.  Roll Call

3. Approval of Minutes of Special Meeting of May 15, 2017

MOTION:  Ex-Officio Wright moved to approve the May 15th, 2017 Special Meeting Minutes, as presented.  It was seconded by Committee Member Hamilton.  The motion carried.  (7-0)

4.  Budget Review/Discussion

Chairperson DeFelice distributed a flier regarding the Municipal Budget Committee, and suggested the Committee’s participation.  He indicated that the important dates to attend would be: September 7, 2017; September 14, 2017; December 5, 2017; and January 6, 2018.

Chairperson DeFelice distributed the 2015 tax information regarding school tax, explaining the impact it has on the towns in the District.  He stated that further helpful information could be found on the Department of Education and Department of Revenue websites.

The Committee discussed the reasons behind the high tax rates, and the absence of appeal for newcomers, other than those who have children and could benefit from the school system.  The Committee also took into account the differences of the surrounding towns.

Discussion was also held regarding the roles of the Budget Committee, including its responsibility in determining cost-of-living increases, as well as recommending a final budget to the Town each year.  Chairperson DeFelice distributed the current Actual and Budgeted Expenses and Encumbrance as a demonstrative explanation of what the Board will consider in creating the next budget.  Ex-Officio Wright explained the state-required contingency cushion.

5.  Final Comments

The Committee went over the proposed 2017 schedule.  The next meeting is going to be on September 25th, 2017 at 6:30 p.m.

6.  Adjournment

MOTION:  Committee Member Palmer moved to adjourn the meeting at 7:56 p.m.  It was seconded by Committee Member Guertin.  The motion carried.  (7-0)
