Selectman William I. Curless, Chair, opened the meeting at 4:30 p.m. with the Pledge of Allegiance.  Present at the meeting were William Curless, Chair; Dane Headley, Selectman (arrived at 5:03 p.m.); Walter Baker, Jr., Selectman; Pete Blakeman, Blakeman Engineering; and Elly Phillips, Town Administrator.

 

APPOINTMENTS:

At 5:00 p.m. Selectman Curless opened the RFP for Grist Mill Bridge Relocation.  There were two bids received:

Hansen Bridge in the amount of $3,500.00

Daniels Construction in the amount of $15,000.

Selectman Baker made a motion to accept the proposal from Hansen Bridge.  Selectman Curless seconded the motion.  The motion passed by a vote of 2-0.  (Selectman Headley absent).  Selectman Curless executed the agreement on behalf of the Board.  The bidders will be contacted with the bid results.

 

At 5:30 p.m. Peter Blakeman met with the Board to discuss some recommended maintenance on a Class VI section of Poor Farm Road.  Mr. Blakeman was meeting with the Board on behalf of the snowmobile club.  There is a beaver dam that has been constructed across Poor Farm Road.  There has also been a great deal of run off which has eroded a deep gulley across Poor Farm Road.  The snowmobile club has permission to by-pass the Beaver Bond via private property.  The section affected by the gulley is not passable for the snowmobile club at this time.  The club would like to perform maintenance in this area.  They have also been given permission to divert the water onto the Blakeman’s property.  A ditch would be dug so that the water diverts back to the brook instead of onto Beaver Pond Road.  Selectman Baker suggested drainage options.    Mr. Blakeman suggested the use of a beaver deceiver to help protect the Poor Farm Road.  Selectman Baker agreed to bring the matter up with the Conservation Commission.

 

Mr. Blakeman will provide an outline of the scope of the maintenance for the Board’s approval.

 

Mr. Blakeman advised that the wetlands permit for the Grist Mill embankment has expired.  The wetlands permit was also specific for the previous project and specific to the plan design.  Mr. Blakeman will provide guidance with next steps and has agreed to provide engineering for wetlands permitting.  `

 

There was a brief discussion regarding the proposed OHRV ordinance to allow a property owner OHRV access to their property by written permission of the Select Board via a Class VI Road.

 

The minutes from May 24, 2021, continued from May 17, 2021, were approved a written.  The non-public minutes regarding  under RSA 91-A:3, II(c) Matters which discussed in public, would likely affect adversely the reputation of any person other than a member of this Board were approved and will remain sealed.  Action was deferred on the non-public minutes regarding the hiring of a public employee.  These minutes also to remain sealed.

 

The Board reviewed and approved the following manifests:

Vendor Manifest:   $86,503.92

Payroll Manifest:    $10,603.67

 

BUILDING PERMITS:

The board reviewed and approved the following building permits:

Mikus Veners, Liene Putnina Venera, 06-521-288, Chalk Pond Road for a deck extension and shed.

Sharon Kenrick, 02-755-410, Andrews Avenue, for a deck replacement/expansion

 

SOLAR EXEMPTIONS:

The following solar exemptions were approved.  Action was delayed on approval in order to have the exemption amount verified by the Town’s assessors.

Solar Exemption (filed timely) David Burnham 06-208-196, Route 114

 

ABATEMENTS:

The Board issued an abatement for Tax Lien interest and charges for Map 06-818-442, Michelle Anderson-Hill, Chadwick Estate, David Wheeler, David Kirstie.  Cause of Abatement:  Tenant In Common Lien Error.

 

YIELD TAXES:

The Board issued the following yield taxes:

Albert G. Hansen, Map 09-277-017 in the amount of $174.75

Darrel S. Palmer, Map 07-204-450, in the amount of $4,394.40

David L. Hedstrom, Map 05-360-028, in the amount of $57.50

Thomas Hibbard, Map 03-470-314, in the amount of $7,329.72

 

OLD BUSINESS:

The Board reviewed proposals from Assured Professional Cleaning for cleaning the Town Hall and the Highway Department.  Selectman Curless observed that cleaning surfaces prolonged the life of the buildings.  It was noted that the Highway Department’s budget for cleaning was insufficient for this year.  The Board felt that weekly cleaning of the building should be done for the remainder of the year and that the budget should be adjusted for 2022 after the Board has an opportunity to determine how this arrangement is working.  Selectman Curless outlined the scope of the project.

 

Selectman Baker made a motion to accept the proposal from Assured Professional Cleaning to clean the highway department and Town Hall and to have Selectman Curless execute the agreement on behalf of the Board.  Selectman Curless seconded the motion.  The motion passed by a vote of 2-0.  (Selectman Headley absent).  Selectman Curless executed the agreement on behalf of the Board.

 

The Board noted that the OHRV Public Hearing has been scheduled for June 14, 2021, at 5:30 p.m.  Selectman Baker opined that a permit should be associated with the use specifying the scope of the use to access property.  An inspection of the road should be done before and after the permit is granted.

 

Phillips advised that Pierre Bedard & Associations was preparing a site plan for the Grist Mill Parking Area.

 

NEW BUSINESS:

The Board accepted the resignation from Yvonne Howard, Deputy Town Clerk/Tax Collector, effective June 9, 2021.  The Board will issue a thank you letter.

 

The Board accepted the resignation effective immediately, Bob Wright from the Warner River Local Advisory Committee.  The Board will seek candidates to fill the vacancy.

 

The Board issued the 2021 First Issue Tax Warrant in the amount of $3,937,856.00.

 

SELECTMEN’S COMMENTS:

Selectman Baker discussed the fact that the Town needed to erect a flagpole at the Highway Department.  Selectman Curless added that the one in North Sutton should be painted or replaced and that the Town should inspect the flagpole in South Sutton.

 

Selectman Baker advised that concerns had been expressed regarding work apparently being done in the wetlands on Route 114.  Phillips advised that the Town has been in contact with the property owner, Conservation Commission, and DES regarding the possible violation.  The property owner is being cooperative and is going to contact a wetlands scientist regarding permitting and remediation if deemed necessary.
