January 3, 2022 @ 4:30 p.m.

 

 

William I. Curless, Chair opened the meeting at 4:30 p.m. with the Pledge of Allegiance.  Present at the meeting were:  William I. Curless, Chair; Dane Headley, Selectman; and Elly Phillips, Town Administrator.

 

The minutes from December 27, 2021, were approved as written.  The Board reviewed and approved the following manifests:

Vendor Manifest:  $  387,552.67

Payroll Manifest:   $  12,950.,54

 

BUILDING PERMITS:

The Board approved a building permit for Priscilla West, 06-416-245, Main Street, Alteration conversion of commercial space into a one bedroom apartment.

 

OLD BUSINESS:

The Board issued a letter to Governor Sununu regarding the NH Saves Program.

 

The Board discussed the year and close and reviewed the 2021 year-end expenditure report.

 

Selectman Curless noted that there was approximately 12% unexpended in 2021.  This will facilitate funds to be raised from fund balance to offset the Grist Mill Parking area expenses and Corporation Hill bank engineering.

 

The Board discussed the septage lagoon capital reserve and will propose a change of purpose Warrant Article to include closure in the purpose and to appoint the Select Board as agents to expend.

 

For the Grist Mill parking area site work is estimated at $24,000; electrical is estimated at $10,000-$12,000, a separate meter will be required for the lighting; chain fencing with granite posts is estimated at $12,400.  Selectman Curless recommended a $50,000 for the Warrant Article.  Funds were encumbered from 2021 that can be used for contingencies.  The cost for the project will be offset from fund balance.

 

The Board discussed the Corporation Hill embankment which will require additional engineering.  It is anticipated that the project will be extensive.  The Board agreed to go forward with a Corporation Hill Embankment Warrant Article for engineering and preliminary site work in the amount of $25,000.  The project will be phased based on the engineering design.  The expenditure for the 2022 warrant article will be offset from Fund Balance.

 

The Board discussed a proposed warrant article for a debris blower.  The sense of the Board was that this should be included in the operating budget as a piece of equipment and will likely include it in the Select Board recommended budget.  If this expense is approved within the operating budget, the article for the debris blower could be passed over.

 

Selectman Curless commended the Department Heads on their budget recommendations.  The Board agreed to revise the Town Clerk’s salary recommendation to $40,000 which was the advisory amount recommended at the 2021 Town Meeting.

 

REVIEW OF CORRESPONDENCE:

The Board reviewed correspondence from NHDES re:  Assessment of 2020 Post-Closure Reports for 2020.

The Board reviewed an abutter’s notice from the Town of Warner regarding a two-lot subdivision on Morse Lane.

 

SELECTMEN’S COMMENTS:

Selectman Headley provided materials to review regarding recommended procedures to adopt regarding conduct of meeting/members.

 

There being no further business the meeting was adjourned at 5:20 p.m.
