The meeting was called to order at 4:00 p.m. by Robert Wright Jr., Chair. Selectman Curless read the following announcement into the record: “Due to the COVID 19/Coronavirus Pandemic and in accordance with Governor Sununu’s Emergency Order #12, pursuant to Executive Order 2020-04, this Board is authorized to meet electronically. The public has access to contemporaneously listen and participate in this meeting by telephone by calling 978-990-5000 and entering access code 112820. Please mute your phone to listen in. You may unmute your phone for the public comments section.”

 

Present at the meeting were: Robert Wright, Jr., Chair; William I. Curless, Selectman; Dane Headley, Selectman; Yvonne Howard, Library Trustee, and Elly Phillips, Town Administrator.

 

The minutes from February 22, 2021 were approved as corrected (Solid Waste Hours). The Board reviewed and approved the following manifests:

Vendor Manifest: $37,678.28

Payroll Manifest:  $12,818.40

 

INTENT TO CUT:

The board approved an Intent to Cut for Kelly Quinn Lineberry, Chilin Associates, 07-030-513, 2 acres out of 29.137.

 

EXEMPTIONS AND CREDITS:

The Board denied an Elderly Exemption: 10-085-400, Finlay Florida Trust. Applicant does not meet the established criteria.

The Board approved a Veteran’s Credit for Douglas Hamilton, Meadow Brook Road, Map/Lot 10-003-396.

 

OLD BUSINESS:

The Board discussed the hours of operation for the Solid Waste Facility which are posted as Tuesday and Thursday 9:00 a.m. – 5:00 p.m. and Saturdays 8:00 a.m. – 4:00 p.m. Selectman Wright suggested a fine structure be established for individuals who cause staff to stay after closing. Selectman Curless felt that the Select Board could send letters notifying “last minute” citizens of the hours of operation. The process for establishing the fine structure was discussed and will be reviewed. Selectman Headley felt that there would be problems with enforcement. Selectman Headley moved that the solid waste facility adhere to the hours as posted: Tuesday and Thursday 9:00 a.m. – 5:00 p.m. and Saturdays 8:00 a.m. – 4:00 p.m. Selectman Curless seconded the motion. The motion passed by a unanimous affirmative vote. Selectman Curless suggested that the Board consider having the same opening and closing hours for all three days.

NEW BUSINESS:

Selectman Curless moved to approve the Road Posting o a 6 Ton Limit pursuant to RSA 231:191 effective March 1, 2021. Selectman Headley seconded the motion. The motion passed by a unanimous affirmative vote.

 

REVIEW OF CORRESPONDENCE:

 

SELECTMEN’S COMMENTS:

Selectman Headley reported on research that he had done regarding the technical problems the town is experiencing with the teleconference system. Selectman Headley will troubleshoot the system.

 

The Board agreed to conduct an abbreviated meeting with consent agenda items only on March 8, 2021 in order for the Main Hall to be set up for the Town Election.

 

The Board discussed the response from Primex regarding the Grist Mill Retaining Wall. The loss is not covered by the Town’s liability policy. The Board agreed to follow up on the matter with Town Counsel.
