March 9, 2020 @ 4:00 p.m.

 

 

The meeting was called to order at 4:00 p.m. by Dane Headley, Chair.  Present at the meeting were Dane Headley, Chair; Robert Wright, Jr., Selectman; William I. Curless, Selectman, David Burnham, Health Officer, Robert DeFelice, Budget Chair; Carol Merullo, Town Clerk/Tax Collector and Elly Phillips, Recording Secretary.

 

APPOINTMENT:

At 4:30 p.m., David Burnham, Health Officer, met with the Board regarding recommended measures for virus protection for voting and Annual Meeting.  A brainstorming exercise was conducted with the Select Board, Health Officer, Town Clerk, Budget Chair and Town Administrator participating. The moderator will be briefed by Selectman Wright. Ms. Merullo was consulted regarding absentee ballots which will be made available upon request.   Mr. DeFelice will assist with procurement of latex/non latex gloves and hand sanitizers.

  1. Disinfectant wipes, gloves and hand sanitizers will be used. The disinfectant wipes will not be in the booths to discourage voters from using them on their hands and faces or wetting the ballots.
  2. Pen/pencil cleaning station.
  3. A monitor was recommended to assist those wishing to vote by absentee ballot.
  4. Latex/non latex gloves to be made available for ballot clerks
  5. If requested, face masks will be made available (there is a limited supply on hand).
  6. A handout regarding COVID 19 Virus will be available
  7. Signage will be posted to remind voters who are sick to seek assistance.
  8. Food must be contained (individually wrapped), no refills of beverages, beverages in individual containers.
  9. The importance of social distancing was emphasized.

 

Mr. Burnham suggested trustworthy websites to obtain information regarding the virus such as the University of Minnesota’s.

 

The minutes from March 2, 2020 were approved as corrected.

 

CONSENT AGENDA:

The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:      $  10,369.42

VENDOR MANIFEST:       $  13,329.83

 

The Board reviewed and approved the following Veterans Tax Credit:

                William Loomis, Map 10-247-24, Veterans Tax Credit, $500.00

 

The Board reviewed and approved the following Current Use Application:

Alan and Lee Wagner, Map 01-907-328, for 12 acres out of 20.

 

 

OLD BUSINESS:

Selectman Wright provided an oral and written synopsis of Contoocook Watershed Report for the Board.

 

The Board approved a Corrective Deed Map for Map 01-204-544 which was previously approved.  The Deed was corrected for a typographical error.

 

Phillips reported that a two mailings were distributed to property owners in conjunction with the Department of Revenue Administration’s 5-year recertification requirement.  The mailings pertained to veteran’s exemptions and current use.  An additional mailing will be issued pertaining to elderly exemptions.

 

NEW BUSINESS:

The Board approved a request for  Annual Leave for the Town Administrator April 2 through April 9.

 

The Board considered a request from the library for storage of items that need to be relocated for the bathroom project.  The sense of the Board was that items could be stored at the Pillsbury Memorial Hall.

 

REVIEW OF CORRESPONDENCE:

Selectman Headley agreed to report back to the Board on the Volunteer Lake Assessment Report for Kezar Lake, 2019 Data Summary.

 

SELECTMEN’S COMMENTS:

Selectman Wright reported on the legislative bulletin as it pertained to water and wastewater systems, NH Retirement System (accrued leave time), reporting of municipal budgets in line item detail, and tiny houses.  The Board discussed the Town’s policy on accrued leave which they will explore in further detail as they work on the Personnel Policy in the coming year.

 

Selectman Headley discussed citizen feedback that he had received while campaigning.
