April 13, 2020 @ 4:00 p.m.

 

The meeting was called to order by Robert Wright, Jr., Chair.  Present at the meeting were:  Robert Wright, Jr., Chair; William I Curless, Selectman; Dane Headley, Selectman; Robert DeFelice, Budget Chair; and Elly Phillips, Town Administrator.

 

The minutes from April 6, 2020 were approved as corrected.  The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:      $27,888.47

VENDOR MANIFEST:       $10,294.80

               

EXEMPTIONS/CREDITS:

                The Board issued a Veterans Tax Credit for Lee Hart, Map/Lot 04-240-350, in the amount of $500.00.

 

OLD BUSINESS:

The Board reviewed a draft ad for the sale of the structures at 26 Grist Mill Street specifying that  the structure is to be moved by September 1st.  The ad to be placed in the Intertown Record and Concord Monitor.

 

NEW BUSINESS:

The Board executed the CAI Annual Maintenance Agreement for hosting online mapping and parcel information.

The Board reviewed an email from Labsphere inquiring about installing a scientific mirror station for satellite calibration on a temporary basis.  The matter was referred to the Planning Board.

The Board approved an Intent to Excavate for Chris Rowe/Harold Rowe, for Map/Lot 08-270-222.

The Board issued an Excavation Tax for Chris Rowe/Harold Rowe, Map/Lot 08-270-222 in the amount of $13.00.

 

REVIEW OF CORRESPONDENCE:

The Board reviewed the KRSD Payment Revised Payment Schedule.  Selectman Wright discussed recent correspondence from Emilio Cancio-Bello, Sutton KRSD School Board Representative emphasizing that the KRSD School Board Representative is also responsible for representing the taxpayers of Sutton.  Phillips was instructed to respond to Mr. Cancio-Bello thanking him for his input.

 

TOWN ADMINISTRATORS COMMENTS:

Phillips reported that a phone line has been set up with two jacks for access to the conference room table for teleconferencing.  The Street Light contract has been reviewed by Counsel and Primex.   There will be some delay in start up due to COVID-19 issues.  However, the project will be completed this year.

 

SELECTMEN’S COMMENTS:

Selectman Headley discussed the Governor’s proclamation concerning Solid Waste.  The Board discussed COVID-related concerns and staffing at the Solid Waste Facility.  The Select Board will invite Diego Solimine, Solid Waste Supervisor to their next regular meeting to pursue issues in further detail.

 

 

PUBLIC INPUT: 

Mr. DeFelice recommended that the Town acquire a Debit Card for purchases such as software subscriptions so that employees don’t have to apply for reimbursement for these expenditures.

 

Mr. DeFelice asked about the status of the North Sutton Improvement Society/Town of Sutton Easement for maintenance of the Parking area.  Phillips will follow up.
