April 5, 2021 @ 4:30 p.m.

 

Selectman William I. Curless, Chair, opened the meeting at 4:30 p.m. with the Pledge of Allegiance.  Present at the meeting were William Curless, Chair; Dane Headley, Selectman; Walter Baker, Jr., Selectman; Diego Solimine, Solid Waste Supervisor; Adam Hurst, Road Agent; Mike Vignale, P.E., KV Partners, LLC and Elly Phillips, Town Administrator.

 

APPOINTMENTS: 

4:30        Mike Vignale, P.E., KV Partners, LLC met with the Board to discuss the Grist Mill Parking Area and perform a site visit to review the parking area and make design recommendations and provide a cost estimate for the parking area.  Mr. Vignale will provide the Board with a fee schedule as well as a proposal for services.

 

NON-PUBLIC SESSIONS:

At 5:15 p.m. Selectman Headley made a motion to enter into non-public session under RSA 91-A:3II(a) personnel.  The motion was seconded by Selectman Baker.  The Board was polled with Selectmen Curless, Headley and Baker voting in the affirmative.  Public session reconvened at 5:29.  The minutes from the meeting were not sealed.

The Board approved a change in the work week schedule for Mr. Solimine to work a maximum of 80 hours per month with full days on Tuesdays and Saturdays.  The remaining hours will be on Thursday.

 

Mr. Solimine discussed the method for maintenance of the lagoons in compliance with DES regulations.  Mr. Solimine suggested removal of trees in order to create a fenced in area for the sludge to air.  The sludge will be limed.  Peter Blakeman, Blakeman Engineering was working with Mr. Solimine on the project.  Selectman Curless recollected that there was a hold on accepting septage materials.  Phillips was instructed to review the minutes.

 

Adam Hurst met with the Board to discuss various matters.  The Board reviewed the paving bids.  Mr. Hurst reviewed the bid process.  Mr. Hurst sought bids from Pike, GMI and Continental.  Mr. Hurst recommended GMI as the low bid.  Mr. Hurst cited the strong relationship the Town has had with GMI  and the quality of their work.  Phillips relayed concerns raised by Caleb Connor, Pike Industries, regarding the bid process.

 

At 5:41 p.m. Selectman Headley made a motion to enter into non-public session under RSA 91-A:3II(a).  Selectman Baker seconded the motion.  The Board was polled with Selectmen Curless, Headley and Baker voting in the affirmative.  Public session resumed at 5:50 p.m.  The minutes from the non-public session were not sealed.  The board discussed and approved wages for Highway Department personnel.

 

Selectman Baker inquired about the road width for Wadleigh Hill Road in order to determine setbacks.  Selectman Baker discussed potentially hazardous trees on Wadleigh Hill Road, a scenic road.  The Board will individually perform a site visit and determine whether or not the trees will need to be removed at their next regularly scheduled meeting.   Mr. Hurst advised that the boat ramp needed repair.  Mr. Hurst will advise the state.  In response to a question for Selectman Headley as to the purpose of checkered ribbons on trees, Mr. Hurst advised that the utility company is flagging trees for removal.  The Board discussed knotweed removal.

 

The minutes from March 29, 2021 were approved as corrected (typos).  The Board reviewed and approved the following manifests:

                Vendor Manifest:               $43,161.43

Payroll Manifest:                 $11,354.22

 

BUILDING PERMITS:

The Board approved a building permit for Lynn Wittman, 08-237-360, Penacook Road, for a deck subject to wetlands setback compliance.

 

OLD BUSINESS:

The Board will arrange a meeting with Christopher Stotler and the contractor to discuss clean up details and a timetable for clean up of his property.

 

The Board received a draft copy of an OHRV ordinance for property owners to access their property over a Class VI road.

 

The Board issued Conservation Commission appointments for:

Bonnie Hill, Member, for a term until 2023

Lynn Wittman, Alternate, for a term until 2022

Jim Morris, Alternate, for a term until 2024

 

NEW BUSINESS:

The Board issued a Yield Tax for SPNHF, Map 05-014-369, in the amount of $2,687.58.

The Board issued the following Current Use Applications:  Alan Wagner, 01-756-178 for 1.15 acres and 01-907-328 for 8 acres. Eric and Danielle, Roos, Roby Road, for 3.01 acres.

 

SELECT BOARD COMMENTS:

Selectman Baker advised that he had performed a site visit to view the Grist Mill embankment and that he observed a drainage problem.  Selectman Baker also discussed the stone that was used.  Selectman Curless is arranging a meeting with Mike Hansen to discuss relocation of the bridge.

 

There being no further business the meeting was adjourned at 6:12 p.m.
