Curless, Chair, opened the meeting at 4:30 p.m. with the Pledge of Allegiance. Present at the meeting were William Curless, Chair; Dane Headley, Selectman; Walter Baker, Jr., Selectman; Adam Hurst, Road Agent and Elly Phillips, Town Administrator. APPOINTMENTS: At 4:45 p.m. Adam Hurst, Road Agent, met with the Select Board to discuss roadside mowing. Mr. Hurst reported that Owens Leasing is no longer going to be renting tractors. Mr. Hurst is pursuing mowing options. HP Fairfield rents mowers, but the annual cost would go from $12,000-15,000 to $34,000. There is an option to subcontract to a gentleman from Bradford, but he is booked up for the 2021 mowing season. He will provide a quote. Mr. Hurst advised that it is unlikely that the Town will do roadside mowing this year. This will free the crew to work on other projects. Selectman Headley suggested that the highway crew weed-wack around the signs. Mr. Hurst stated that the crew is weed-wacking around the signs and that are other areas that will also be weed-wacked. Mr. Hurst advised that some towns were purchasing the used tractors from Owens. Mr. Hurst did not recommend that option, because the mowers have been heavily used. Owens has quoted $17,000 to purchase a used tractor, but Mr. Hurst felt that was a good price but was concerned about future maintenance costs. Mr. Hurst added that HP Fairfield also sells used tractors after about 1500 hours of use. The cost for HP Fairfield used tractors with a fully-enclosed cab averages around $75,000. These tractors can also be equipped with an arm. A new tractor with an arm is around $150,000. The Board discussed the merits of purchasing a used tractor vs. a new tractor. Selectman Curless recommended that mowing be scheduled for next year and that the Town could begin a capital program to purchase a tractor in the future. Selectman Curless noted there was a benefit to freeing up the crew members for other projects. Mr. Hurst estimated that the Town does about 200 hours of mowing every year. The Board felt that both options are viable. It was observed that a tractor can be equipped with other hydraulic attachments for highway maintenance (i.e., sweeper, debris blower). Options for housing the tractor were explored. Selectman Baker recommended developing costs estimates/benefits analysis for a tractor for the budget committee. The minutes from June 14, 2021, were approved as corrected. The Board reviewed and approved the following manifests: Vendor Manifest: $21,831.97 Payroll Manifest: $10,458.82 INTENT TO CUTS: The Board approved an intent to cut for Robert and Marilyn Cloutier, 05-698-411, 05-732-541, Shadow Hill Road, 50 acres out of 54 acres. OLD BUSINESS: Selectman Curless opened the discussion regarding the OHRV Ordinance and Permit. Selectman Headley suggested having a bold heading on the permit. Selectman Curless felt that the ordinance and permission slip should be amended as follows: the permit SHALL be on the OHRV person at all times during OHRV operation on the designated Class VI Road. Selectman Headley made the motion to adopt the ordinance as amended. Selectman Baker seconded the motion. The motion passed by a unanimous affirmative vote. Selectman Baker will report back to the Conservation Commission. The Board discussed the Horse Beach Boat Ramp. Phillips contacted the DOT as instructed. The DOT closed the ramp until repairs could be performed. The Town has offered to offer manpower to assist with the repairs if needed. If permitting is required this would delay repairs. The State agreed to follow up with the Town. Phillips will forward emails from Fish and Game regarding access. The Board ask that Phillips communicate the need to do the repairs as soon as possible and reiterate the Town’s willingness to assist the State with the repairs. NEW BUSINESS: The Board received packets regarding ARPA Funding Requirements for review. The Board received copies of the Lebanon Solid Waste Agreement for review and acceptance at their next regularly scheduled meeting. The Board will also review the aggregate glass agreement for consideration at their next meeting. The Board discussed operations at the Solid Waste Facility. The Board felt that Solid Waste personnel should resume assisting the public at the pre-covid level. Selectman Baker made a motion to have the Solid Waste employees resume pre-covid assistance of the public for trash and recyclable disposal. Selectman Headley seconded the motion. The motion passed by a unanimous affirmative vote. The Board noted that there have been a number of complaints about the Solid Waste Facility. The general consensus was that the staff was not meeting taxpayer expectations.
