Curless, Chair, opened the meeting at 4:30 p.m. with the Pledge of Allegiance. Present at the meeting were William Curless, Chair; Dane Headley, Selectman; Tom Schamberg, State Representative and Elly Phillips, Town Administrator. APPOINTMENTS: At 5:02 p.m. Selectman Headley made a motion to enter into Non Public Under RSA 91-A:3,II(c) Matters which, if discussed in public, would likely affect adversely the reputation of any person other than a member of this board, unless such person requests an open meeting. Selectman Curless seconded the motion. The Board was polled with Selectman Curless and Selectman Headley voting in the affirmative. Public session resumed at 5:04 p.m. The minutes from the non-public session were not sealed. The minutes from June 1, 2021 were approved as amended to state “paint or replace” the North Sutton Flagpole. The Board reviewed and approved the following manifests: Vendor Manifest: $49,288.51 Payroll Manifest: $ 9,548.72 BUILDING PERMITS: The Board reviewed and approved the following building permits: John & Krista Haynes, Map 02-433-477, Johnson Hill Road, for a shed. Donald Davis, Jr., Map 05-738-568, Shadow Hill Road for a garage. VETERAN’S EXEMPTIONS: The Board verified and approved required applications for the following veteran’s exemptions: Wilcox, Gary, Map 03-966-052 Sweet, Douglas, 08-037-370 Biron, David, 05-549-442 INTENT TO CUTS: The Board approved the following intent to cuts: Steve Lord, Granite Forest Trust, 02-190-373, Bum Carter Road for 25 acres out of 167 William and Carole Phinney, 03-016-336, Beaver Bond Road, for 50 out of 72.75 acres. YIELD TAXES: The Board issued the following yield taxes: Chilin Associates, 07-030-513+, $150.00 Girl Scouts of Eastern MA 04-742-037, $2,223.93 Girl Scouts of Eastern MA 04-742-037+, $5,452.18 Robert Wright, 02-319-207, $812.65 OLD BUSINESS: The Board issued correspondence to Peter and Anita Blakeman authorizing repairs to a specified Class VI portion of Poor Farm Road. The Board received purchasing policies from other communities for review. Walter Baker, Jr., has agreed to meet with Jack Noon regarding repairs required at the Old Store Museum. NEW BUSINESS: Action was deferred on a Notice of Violation for Sutton Tax Map/Lot 05-420-452 pending review from Counsel. The Board issued the 2021 Dog Warrant for Unlicensed Dogs. REVIEW OF CORRESPONDENCE: The Board received a Thank you note from Marne Thompson regarding the 2021 Memorial Day Service. SELECTMEN’S COMMENTS: The Board discussed the building permit process, as well as a potential zoning change regarding requirements for building inspection and the position. Selectman Headley will review the matter with Peter Stanley, Planning and Zoning Administrator. PUBLIC INPUT: Tom Schamberg, State Representative, advised that the Merrimack County will be sponsoring a grant opportunity with any remaining funds they have from their Economic Recovery allotment. Mr. Schamberg will provide the Town with the application materials when they become available.
