Select Board

August 10, 2020 @ 4:00 p.m.

 

 

The meeting was called to order at 4:00 p.m. by Robert Wright, Jr., Chair.  Selectman Wright read the following announcement into the record:  Due to the COVID 19/Coronavirus Pandemic and in accordance with Governor Sununu’s Emergency Order #12, pursuant to Executive Order 2020-04, this Board is authorized to meet electronically. The public has access to contemporaneously listen and participate in this meeting by telephone by calling 978-990-5000 and entering access code 112820

 

Present at the meeting were:  Robert Wright, Jr., Selectman; William I. Curless, Selectman; Dane Headley, Selectman; Marcy Vierzen, Library Trustee; and Elly Phillips, Town Administrator.  Attending by teleconference was Robert DeFelice, Budget Committee Chair.

 

APPOINTMENTS:            

 

The minutes from August 3, 2020 were approved as corrected.  The Board reviewed and approved the following manifests:

REVIEW OF MANIFESTS:

PAYROLL MANIFEST: $ 11,148.78

VENDOR MANIFEST:  $43,232.42

 

BUILDING PERMIT: 

The Board reviewed and approved the following building permit.

Teresa Hosmer, 09-750-178, Route 114, to relocate access.

 

OLD BUSINESS:

 

The Board discussed a request by the Fire Department to conduct training at 26 Grist Mill Street during their regular training night.  Selectman Headley made a motion to approve the request for conducting a training at 26 Grist Mill Street.  Selectman Curless seconded the motion.  The motion passed by a unanimous affirmative vote.

 

Election set up will be done on 8/31/2020.  The following week is Labor Day so there will be no Select Board Meeting on 9/7/2020.  A divider for election day was discussed.  The Town is seeking acceptable alternatives for a divider from the Fire Marshall.   Selectman Curless suggested an automatic door opener to leave the doors open during the election.  Selectman Curless made a motion to install two automatic door openers so that the doors can be locked open as well as an acceptable barrier for entrance and egress.  Selectman Headley seconded the motion.  The motion passed by a unanimous affirmative vote.  Installation of the door openers and barrier was discussed.  The moderator is following up

 

The Board discussed the site assessment at the Stotler property which is scheduled for 8/12/2020 at 10:00 a.m.  Phillips will be present for the site visit to represent the Town.

 

The Board received a copy of the KRSD School Reopening Plan for review.  Selectman Wright summarized the plan.   Mr. DeFelice discussed the School Board vote for the reopening plan which was approved 6-2 by the School Board. Mr. DeFelice noted that there may be additional information provided and revisions made after this plan has been reviewed by the teachers and union.  The plan will be reassessed after 45-days.   The school reopening date was also discussed.

 

Selectman Curless reported that the IWAVE air filtration system has been installed at the Pillsbury Memorial Hall and there has been a definite improvement in air quality at the Hall.

 

The Board instructed Phillips to obtain an estimate from Servpro to do a professional cleaning before and after the elections.  Masks will be required, and there is a contingency plan for those that refuse to wear masks to allow them to vote.  Cares funding may be available to offset cleaning costs.

 

NEW BUSINESS:

A vacation was approved for the Town Administrator for 8/24/2020-8/28/2020.

 

Selectman Wright and Selectman Curless will be in attendance via Zoom for a meeting scheduled with the library trustees on 8/11/2020 at 7:30 p.m.  Robert DeFelice, Budget Chair, has also agreed to attend.

 

REVIEW OF CORRESPONDENCE:

The Board received a survey from Merrimack County regarding property tax revenues.  The survey will be forwarded to Carol Merullo, Town Clerk/Tax Collector for response.  The responses also to be provided to the Select Board.

 

SELECTMEN’S COMMENTS:

Selectman Wright reviewed an analysis that he performed on Sutton Tax Rates which will be amended to the 8/3/2020 minutes.    Mr. DeFelice also compiled an analysis which will be forwarded to the Select Board which includes Town valuations as a further explanation of tax rates over time.

 

Selectman Headley advised that he has questions to be reviewed regarding the KRSD Purchasing Policy that he would like to discuss with Emilio Cancio-Bello, Sutton KRSD School Board Representative, at the quarterly meeting that will be scheduled for September.  Mr. DeFelice observed that additional funds are being expended for custodial services for clean up due to COVID-19.  Mr. DeFelice speculated that there also may be a staffing impact due to the acquisition of two new plow trucks.  Mr. DeFelice discussed the Tennis Program at the high school.

 

At 4:46 p.m. Selectman Curless made a motion to enter into non-public session under RSA 91-A:3, II (a) Personnel in order to conduct a work session to discuss department head personnel evaluations.  Selectman Headley seconded the motion.  The Board was polled with Selectmen Wright, Curless, and Headley voting in the affirmative.  The minutes from the non-public session to remain sealed as personnel matters.  The meeting was adjourned immediately thereafter.
