August 16, 2021 @ 4:30 p.m.

 

 

Selectman William I. Curless, Chair, opened the meeting at 5:00 p.m. with the Pledge of Allegiance.  Present at the meeting were William Curless, Chair and Dane Headley, Selectman, Walter Baker, Jr. Selectman, Diego Solimine, Solid Waste Supervisor; Adam Hurst, Road Agent, Mike Vignale, P.E., Betsy Forsham, and Elly Phillips, Town Administrator.

 

The minutes from August 9, 2021, were approved as written.  The Board reviewed and approved the following manifests:

Vendor Manifest:  $    38,600.00

Payroll Manifest:   $    10,301.35

 

At 4:45 p.m. Selectman Headley made a motion to enter into non-public session pursuant to RSA 91-A:3,II(a) dismissal, promotion, or compensation of any public employee.  Selectman Baker seconded the motion. The Board was polled with Selectmen Curless, Headley and Baker voting in the affirmative.    Public session resumed at 5:30 p.m.   The minutes were not sealed.

 

At 5:30 p.m. Mike Vignale, P.E. to discuss Grist Mill Parking Lot design.  The Board reviewed a few items for revision.  The Board supported having ingress/egress for the parking lot and one-way circulation and eliminating a few parking spots to save the large sugar maple on the lot.  ADA parking was also discussed.   A site visit was conducted.   By curving the access and eliminating a few spaces, aesthetics will be improved and adequate space will be available for the maple tree.  ADA parking spot will be designated on Main Street in front of the Pillsbury Memorial Hall.  At that time, the town will regrade and address the drainage issue with the walkway.   Mr. Vignale agreed to revise plans pursuant to the site visit.

 

At 6:15 p.m. Selectman Headley made a motion to enter into non-public session pursuant to RSA 91-A:3,II(c) matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of this board, unless such person requests an open meeting.  This exemption shall extend to include any application for assistance or tax abatement or waiver of a fee, fine or other levy, if based on inability to pay or poverty of the applicant.  Selectman Baker seconded the motion.  The Board was polled with Selectmen Curless, Headley and Baker voting in the affirmative.   Public Session  reconvened at 6:30 p.m.  Selectman Headley made a motion to seal the minutes as matters discussed would likely adversely affect the reputation of any individual not a member of this Board.  Selectman Baker seconded the motion.  The motion passed by a unanimous affirmative vote.

 

The Board agreed to reconvene at 5:30 p.m. on August 18, 2021, for a work session to compile Department Head performance evaluations.

 

NEW BUSINESS:

The Board executed DRA PA-16 – Application for Reimbursement to Towns and Cities in Which Federal and State Forest Land is Situated.

 

The Board approved a proposal from Chippers for Sugar Maple.  The Board will issue thank you letters to Brian Thompson, Whiskey Pine Landscaping for volunteering to assist with the tree care and to Chippers for the expert and professional guidance provided by Bill Murphy, Arborist.

 

The Board issued the following Abatements:

Arnold Scott, 09-044-366 on 2021 Tax Lien Costs, $80.62, recommended by the Tax Collector.

Martin Chadwick, 04-543-395 on 2020 Tax Lien Costs, $18.63, recommended by the Tax Collector.

 

SELECTMEN COMMENTS:

Selectman Headley reported on the most recent Planning Board meeting. The Peacock Hill Subdivision has further information to submit.  The tree trimming on scenic roads can commence.  However, tree removal has been deferred so that Planning Board Members can review the trees that were proposed for removal.  Selectman Baker discussed hazard trees on Conservation Commission property (Stevens Lot)

 

There being no further business, the meeting was adjourned at 6:45 p.m.
