December 5, 2016 | Town Admin TOWN OF SUTTON Pillsbury Memorial Town Hall 93 Main Street Sutton Mills, NH 03221 Board of Selectman Meeting Minutes of December 5, 2016 The meeting was called to order at 4:00 p.m. by Walter Baker, Jr., Chair The minutes from November 28, 2016 were approved as written. REVIEW OF MANIFESTS: The Board reviewed and approved the following manifests: PAYROLL MANIFEST: $ 11,180.60 VENDOR MANIFEST: $789,751.09 (includes 2016 County Tax) At 5:22 p.m. SelectmanWright made a motion to enter into non-public session under RSA 91-A:3, II(c) Matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of this board, unless such person requests an open meeting. This exemption shall extend to include any application for assistance or tax abatement or waiver of a fee, fine or other levy, if based on inability to pay or poverty of the applicant. Selectman Curless seconded the motion. The Board was polled with Selectmen Baker, Wright and Curless voting in the affirmative. Public session resumed at 5:32 p.m. Selectman Curless made a motion to seal the minutes. Selectman Wright seconded the motion. The motion passed by a vote of 3-0. At 5:33 p.m. Selectman Wright made a motion to enter into non-public session under RSA 91-A:3, II (a) setting the compensation of any public employee. Selectman Curless seconded the motion. The Board was polled with Selectmen Baker, Wright and Curless voting in the affirmative . Public session resumed at 5:55 p.m. The minutes were not sealed. The Board reviewed salary line items on an individual basis for the bookkeeper/administrative assistant and approved a pay increase to $17.00/hr effective January 1, 2017 with an increase to $18.00/hr subject to successful completion of a six-month probationery period. The Board approved a 3% pay increase for the Land Use Coordinator subject to budget approval at town meeting. The Board agreed to offer the Police Department Administrative Assistant retirement at a 5% match effective January 1, 2017. The Board also agreed to review salary line items at their next regularly scheduled meeting. NEW BUSINESS: The Board received a budget report to-date for review. The Board considered 2017 Warrant Articles. A article to consider a Veterans exemption not qualified by service periods will be placed on the Warrant. The Board discussed Blaisdell Farm Road and based upon previous review determined that they did not wish to reclassify the road from Class-V summer maintained to Class V status. The Board will advice the citizen in writing of their decision and inform her of the betterment process for possible placement on the 2018 Warrant. The Board discussed a suggestion from Pete Thompson regarding a Fire Museum and deferred action on the matter pending further input from the fire department. Time off for the Town Administrator was approved for December 9, 2016. Phillips reported that there was a printing error on the 2016 2nd issue tax bill. The Tax Rate and calculations was correct. The total tax rate for 2016 remained at $26.98. The correct tax rate breakdown is as follows: Municipal: $ 7.16 County: $ 2.85 Local Education: $14.50 State Education: $ 2.47 Total Tax Rate: $26.98 Linda Ford, Town Clerk/Tax Collector has followed up with DRA on this matter. OLD BUSINESS: Contracts have been executed for the Hominy Pot culvert project. It is anticipated that the project will commence early December 2016 and will be substantially completed by January 31, 2017. The Board discussed the sand/salt shed budget. There are some additional engineering costs not included in the to-date total and there are project overruns that will need to be offset by the operating budget.
