April 8, 2019 | Town Admin TOWN OF SUTTON Pillsbury Memorial Town Hall 93 Main Street Sutton Mills, NH Sutton Mills, NH 03221 Board of Selectman April 8, 2019 @ 4:00 p.m. The meeting was called to order at 4:00 p.m. Present at the meeting were: Dane Headley, Chair; Robert Wright, Jr., Selectman; Robert DeFelice, Budget Chair; Tom Schamberg, State Representative, and Elly Phillips, Town Administrator. The minutes of April 1, 2019 public and non-public were approved as written. The Board unsealed the minutes as they pertained to the Planning and Zoning Administrator. Peter Stanley is the candidate selected for that position. The minutes regarding highway department staffing to remain sealed. The Board reviewed and approved the following manifests: PAYROLL MANIFEST: $ 10,816,85 VENDOR MANIFEST: $ 84,651.57 BUILDING PERMIT: The Board approved the following building permits: Justin Willett, 02-252-540, Jolly Farm Road, for a home. Dominick Dellarata, 04-044-326, Eaton Grange Road West, for interior renovations and basement finish. VETERANS EXEMPTION: The Board approved the following Veteran’s Tax Credits: Real Robillard, 10-118-170, Veteran’s Tax Credit, $500.00 Erich Freymann, 08-199-535, All Veteran’s Tax Credit, 500.00 CURRENT USE: The Board approved an application for current use for Robert and Linda Preston, Map 06-486-079, for 4.67 acres out of 5.3 (contiguous). EXCAVATION: The Board approved an Intent to Excavate for Christopher Rowe, et al., 08-270-222 NEW BUSINESS: The Board reviewed a request for abatement of interest from Bruce Kozikowski. Additional information is required to determine whether or not to grant the requested abatement. The Board discussed correspondence form Matthew Churchwell who is seeking an opportunity to provide community service in conjunction with achieving Eagle Scout status through Troop 71. The Board will refer Mr. Churchwell to the Historical Society, Musterfield Farm, Conservation Commission etc. in the event that they can find a project that meets Mr. Churchwell’s requirements that cannot be town, state or federally funded and cannot be pre-planned by the town. The Board agreed to start their meeting scheduled for 4/15/2019 at 4:30 p.m. The Board received correspondence from the Historical Society regarding 26 Grist Mill Street. Selectman Wright made a motion to form a committee with a member from the Budget Committee, the Board of Selectmen, safety services, two members from the Historical Society, two at-large representatives. Selectman Headley seconded the motion which passed by a vote of 2-0. The Board will notify the society in writing of their intention to receive committee feedback and conduct a public hearing prior to making a final decision regarding the structure. Selectman Wright made a motion to appoint Selectman Headley as the Select Board representative on the Committee. Selectman Headley seconded the motion. The motion passed by a vote of 2-0. Department’s were given permission to remove miscellaneous items that could be useful that were left behind at 26 Grist Mill Street. The TV will go to the police for use with their training. There are kitchen appliances that would be useful at the Town Hall. The other remaining incidental items will be taken care of by staff REVIEW OF CORRESPONDENCE: The KRSD Student Town Residency Confidential List will be forwarded to the Town Clerk and MBC Representative for review. SELECTMEN’S COMMENTS: Selectman Wright will provide a written report regarding the court hearing scheduled for 4/11/2019 regarding the Stotler. Selectman Wright complimented the Fire Department for their rapid response to a downed tree on Blaisdell Hill Road. Mr. Wright also observed a rapid response from Eversource. The rapid response was greatly appreciated by the residents of Blaisdell Hill Road.
