Town of Sutton Selectmen Meeting Minutes

April 9, 2018 @ 4:00 p.m.

 

The meeting was called to order at 4:00 p.m. by William I. Curless, Chair.  Present at the meeting was William I. Curless, Chair; Dane Headley, Selectman; Robert Wright, Jr., Selectman, Robert DeFelice, Gail Guertin, Lonnie Guin, Sue Esposito, Andy Palmer and Elly Phillips, Town Administrator. 

 

MINUTES:  Selectman Wright made a motion to approve the public minutes from April 2, 2018.  Selectman Headley seconded the motion.  The motion passed by a unanimous affirmative vote.  Selectman Wright made a motion to approve the non-public sealed minutes as written.  Selectman Headley seconded the motion which was approved by a unanimous affirmative vote. 

 

REVIEW OF MANIFESTS:

The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:   $ 10,430.11

VENDOR MANIFEST:     $28,417.52   

 

INTENT TO CUTS:

The Board received notification of a continuation of cut for Thomas Friel, Country Club of NH, Map 07-362-139 etc. for 250 acres out of 296 for Operation 17-439-28.

The Board approved an intent to cut for Stephen Bobella, Map 08-574-166, Poor Farm Road for 25 acres out of 35.6

 

BUILDING PERMITS:

The Board approved an extension until 12/31/2018 for Matt and Elsa Johnson, Map 04-226-218, Roby Road for a building permit 2016-07 to complete interior renovations.

 

INTENT TO EXCAVATE:

The Board approved an intent to excavate for Christopher Rowe, et al, Map 08-270-222, for 1.5 acres.

 

NEW BUSINESS:

The Board noted a Request for Rehearing of ZBA Decision (Jeffrey/Lang) by Chris Donnelly and Shannon Storm.  Action on a request for Non-Public review of confidential correspondence from Shannon Storm was deferred.

 

The Board noted receipt of the annual CNHRPC request for recommendations for Regional Transportation Data Collection Program.  The document to be forwarded to Road Agent, Stephen Bagley.

 

 

 

OLD BUSINESS:

The Board noted that Town Counsel advised that per RSA 41:25 there are the following two methods for compensation of the Town Clerk Compensation per RSA 41:25.

“41:25 Fees. –
I. Town clerks shall be entitled to a minimum fee of $2 for recording a bill of conditional sale, a personal property mortgage or for a copy of any public records in his or her custody except copies of vital statistics, for recording writs of attachment, discharging a mortgage on the margin of a record or for recording an assignment thereof, provided, however, that each town, at the annual town meeting, may determine the rate and amount of compensation, in lieu of statutory fees, in combination with a portion of statutory fees or just statutory fees, to be allowed to the town clerk for his or her services.”

Therefore, the Town Clerk/Tax Collector’s Salary is as determined at Town Meeting.  The 2018 Expenditure reports will be itemized to reflect the salary level for the first 11 weeks of the year for Linda Ford and the remaining 41 weeks for Carol Merullo to reflect the difference in compensation levels.  It was noted that Town Counsel advised that some town’s place an Article on the Warrant that allows the Selectmen to set the compensation rate for the Town Clerk/Tax Collector.  Differing views on the merits of this approach were shared.   

The Board reviewed and noted a Notice of Zoning Violations regarding a non-permitted structure that does not meet setback requirements for Map 09-292-268 issued by Matt Grimes, Code Enforcement Officer.

 

REVIEW OF CORRESPONDENCE:

CNHRPC Traffic Count request was noted.

 

SELECTMEN’S COMMENTS:

Selectman Wright requested a check for a building permit for a shed on McElroy’s property on Camp Kemah Road. 

 

The Board recessed at 4:37 until their 5:00 appointment.  The appointment scheduled for 5 p.m. to be rescheduled for the following week due to a conflict. 

 

There being no further business, the meeting was adjourned at 5:17 p.m.
