September  10,  2018 @ 4:00 p.m.

 

The meeting was called to order at 4:00 p.m. by William I. Curless, Chair.  Present at the meeting was William I. Curless, Chair; Dane Headley, Selectman; Robert Wright, Jr., Selectman; Robert DeFelice, Sutton Budget Committee Chair and Sutton KRSD Budget Committee Representative; Emilio Cancio-Bello, Sutton KRSD School Board Representative and Elly Phillips, Town Administrator.

 

APPOINTMENTS:

At 5:07 p.m. Emilio Cancio-Bello, Sutton KRSD School Board Representative requested a non-public session to discuss employee compensation as it relates to the KRSD resource officer position.  Selectman Headley made a motion to enter into non-public session under RSA 91-A:3,II(a), personnel/compensation.  Selectman Curless seconded the motion.  The Board was polled with Selectman Curless and Selectman Headley voting in the affirmative and Selectman Wright abstaining.  Public session resumed at 5:43 p.m.  Selectman Wright made a motion to seal the minutes because it was determined that divulgence of this information would likely render a proposed action ineffective.  Selectman Headley seconded the motion.  The motion passed by a unanimous affirmative vote.

 

The minutes from August 27, 2018 were approved as written.  The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:   $10,776.72

VENDOR MANIFEST:     $12,131.75

 

INTENT TO CUT:

The Board approve an intent to cut for Nate Byfield, 06-191-244, Corporation Hill Road, 40 acres out of 76.

 

BUILDING PERMIT:

The Board approved a building permit for Maurice Saunders, 06-733-421, Chalk Pond Road, for a house.

 

NEW BUSINESS:

The Board reviewed monthly expenditure budget reports.  Robert DeFelice, Budget Committee Chair, discussed the Capital Improvement Program priorities “wants and needs.”  Mr. DeFelice emphasized the need for additional cemetery land and suggested that the level of contribution for conservation land might ($5,000) be better utilized for cemetery land and the $2,000 annual contribution earmarked for cemetery land be allocated to the conservation fund (appropriations to be swapped).  Capital programs for cemetery fences were also discussed.  Selectman Wright suggested writing a letter to the cemetery trustees expressing the Select Board’s concerns and seeking the trustees input and recommendations regarding capital planning for the cemeteries.  Establishing a capital reserve fund for improved synching of the online maps was also discussed.  The estimated cost for the mapping project is $40,000. Mr. DeFelice recommended that the Old Fire House capital reserve be discontinued. The Budget Committee will make recommendations for other reserves that should be formally discontinued at Town Meeting.  Mr. DeFelice advised that he will be meeting with Cory Cochran, Fire Chief regarding reserves for the Fire Department.

 

Selectman Wright made a motion to appoint Matthew Grimes as Emergency Management Designee.  Selectman Headley seconded the motion.  The motion passed by an affirmative vote of 3-0.  The Select Board executed the

Sutton Hazardous Mitigation Committee Letter of  Agreement (LOA).    The Board discussed membership on the Hazardous Mitigation Committee.  Selectman Wright agreed to represent the Select Board on the Committee.  Selectman Headley and Curless will also attend at least one meeting.  Phillips will request that the meetings be held on a Tuesday.  It is likely that the meetings will start in October.

 

The Board was advised that Heidi Thoma, Sutton Librarian, has accepted a new position.  Ms. Thoma has agreed to assist the Library during the transition.  The Board acknowledged Ms. Thoma’s tremendous contributions to the town’s library programming.

 

OLD BUSINESS:

Selectman Curless reported on the Fire Department Addition.  Selectman Curless advised that a Select Board member needed to be nominated to serve on the committee.  Selectman Wright felt that it would be appropriate for Selectman Curless to serve on the Committee.  Selectman Curless wanted to make sure that there would be no perception of conflict of interest.  Selectman Wright felt that Selectman Curless could provide a recusal form memorializing that he has no pecuniary interest and will not work directly or indirectly as a paid consultant or builder on the Sutton Fire Department Renovation.  Selectman Wright moved that Selectman Curless be appointed to represent the Select Board on the Fire Department Addition Building Committee.  Selectman Headley seconded the motion which passed by a vote of 3-0.   The Board discussed membership of the committee.  It was recognized that the entire Fire Department Building Committee had an interest in continued participation.  However, the consensus of the Board was that the committee should be limited to one representative and an alternate (possibly up to 3) to report back to the committee.  Robert DeFelice advised that he will be representing the Budget Committee on the Fire Department Addition Committee.  Kelly Gale will be coordinating the meeting schedule.   Selectman Curless executed agreements with WV engineering associates and Gale Architecture on behalf of the Board.

 

The Board ratified the Agenda Policy originally adopted on February 13, 2017.

 

The Board reviewed correspondence from Eckman Engineering regarding the Hominy Pot Culvert Permit #2016-01911 Correspondence

 

REVIEW OF CORRESPONDENCE:

Wings of the Dawn – regarding lead tackle disposal box for transfer station (to protect loons).  The Board had no objection to request but will follow up with Diego Solimine, Solid Waste Supervisor.  Robert DeFelice discussed the lead fishing tackle recycling program under the auspices of Fish and Game.

 

SELECTMEN’S COMMENTS:

Selectman Wright discussed articles of interest in the September/October 2018 issue of Town and City magazine.

 

There being no further business, the meeting was adjourned at 5:52 p.m.
