The meeting was called to order at 4:30 p.m. by William I. Curless, Chair.  Present at the meeting was William I. Curless, Chair; Dane Headley, Selectman; Robert Wright, Jr., Selectman; Robert DeFelice, Budget Committee Chair; Carol Merullo, Town Clerk/Tax Collector, Cynthia Stillman, Deputy Town Clerk/Tax Collector and Elly Phillips, Town Administrator.

 

APPOINTMENTS:

Carol Merullo, Town Clerk/Tax Collector, met with the Board to review the Financial Administration and Election Registration Budget requests for 2019.  Ms. Merullo provided historical cost analysis for election registration.  The proposed 2019 budget is $7,500.00 and includes funding for a laptop computer for the supervisors of the checklist as recommended by the Secretary of State’s office for security reasons.  The Total proposed 2019 budget reflects a $600.00 decrease from the 2018 adopted budget.  Selectman Wright made a motion to accept the Election Registration budget as presented.  Selectman Headley seconded the motion which passed by a unanimous affirmative vote.

 

Ms. Merullo provided a historical analysis of the Financial Administration (Town Clerk/Tax Collector) Budget.    For housekeeping purposes computer/software costs will be presented in a new line item (392) in keeping with the other town departments.   Previously, computer expenses were reflected in the equipment maintenance line item.  This line item will be adjusted accordingly.  The professional service line item will be reduced.  The professional services line item was amended at the 2018 Town Meeting to cover anticipated expenses associated with the transition in the Town Clerk/Tax Collector’s office.   Salary increases were proposed for both the Town Clerk/Tax Collector and the Deputy offices based on a salary study using a sample comprised of towns with similar populations.  Ms. Merullo advised that additional hours have been budgeted for the Deputy position in order to cover training as well as anticipated coverage for the Town Clerk/Tax Collector office.  The Board requested further information on the salary study to include town valuation, parcel count and benefits.  The Board also was interested in whether or not the other town offices for this elected position followed the town’s personnel policies.  The Board deferred action on the matter of Financial Administration salaries pending follow up from the Budget Committee.  It was noted that the Town Clerk/Tax Collector’s salary was reviewed by the Budget Committed due to the unique regulations for compensation of this elected office.   The total 2019 proposed budget (which includes salary line items recommended) represents a reduction of approximately $2,500 from the 2018 adopted budget.  The Board thanked Ms. Merullo for her thorough budget analysis and preparation.

 

The minutes from October 1, 2018 were approved as amended.  The  Board reviewed and approved the following manifests:

PAYROLL MANIFEST:   $10,122.07

VENDOR MANIFEST:     $14,715.70

 

YIELD TAX:

The Board approved a yield tax for Andrewski, Map 09-660-270 in the amount of $803.72/

 

NEW BUSINESS:

The Board made the following appointments:

Office of Treasurer, Jennifer Call for a term until March 2019

Alternate Planning Board Member, David Hill for a term until March 2019.

Planning Board Member, Julie McCarthy, for a term until March 2020.

 

The Board reviewed a citizen concern regarding rodents in the area of Newbury Road and Main Street (Sutton Mills) which expressed concerns about both the neighborhood and the elementary school.  The District has advised that JP Pest Services provide pest control at Sutton Central.  The District will notify their pest service of the citizen concerns.  The Board referred the matter to David Burnham, Health Officer, for follow up.

 

The Board reviewed draft minutes from the Fire Department Addition Planning Committee Meeting which was conducted on October 3, 2018.  The next meeting scheduled meeting is with the Fire Department Building Committee to discuss the recommendations of the Planning Committee.  This meeting will be conducted on October 10, 2018 at 4:45 at the Fire Department.  Minutes from the meetings will be posted on the website after they have been reviewed and approved by the committees.

 

OLD BUSINESS:

The Board received recommendations from Chief Korbet regarding an audio visual surveillance system for the Pillsbury Memorial Hall.  The Board discussed funding for the security system which would be made available from the Building and Grounds Budget.  Selectman Wright made a motion to pursue a security system based on the recommendations from Chief Korbet.  Selectman Headley seconded the motion which passed by a vote of 3-0.

 

REVIEW OF CORRESPONDENCE:

 

SELECTMEN’S COMMENTS:

Selectman Wright discussed ongoing concerns regarding accumulated junk on the Stotler property located at 01-407-067 despite repeated requests for cleanup.  Mr. Stotler will be invited to a meeting to discuss the Board’s concerns on October 22, 2018.
