October 2, 2017 | Town Admin TOWN OF SUTTON Pillsbury Memorial Town Hall 93 Main Street Sutton Mills, NH 03221 Board of Selectman Meeting Minutes of October 2, 2017 The meeting was called to order at 5:00 p.m. by Robert Wright, Jr., Chair. Present at the meeting was Robert Wright, Jr., Chair; William I. Curless, Selectman; Heidi Thoma, Librarian; Roger Wells, Library Building Committee Member, Robert DeFelice, Municipal Budget Committee Member, and Elly Phillips, Recording Secretary. At 5:00 p.m. the Roger Wells, Library Building Committee Member, met with the Board to discuss the Library Ramp project engineering designs. Heidi Thoma, Librarian, was also present for the meeting. Mr. Wells felt that based on the plans presented more information would be required prior to issuing an RFP. Ms. Thoma also expressed her opinion as a “layperson” with the input of the building committee members who have reviewed the drawings much more detail would be required to put together an acceptable RFP. Further action was deferred pending feedback from the Library Building Committee. The Select Board will revisit the matter when a full board is present. Mr. Wells offered to continue volunteering his time to assist the committee, but may withdraw as a committee member. Phillips will follow up regarding contractural matters. The process for encumbering funds was also discussed. Presentation of the Boston Post Cane to William Wiley will be rescheduled for a later date at the request of the recipient. The minutes from September 25, 2017 public and nonpublic were approved as written. The Board reviewed and approved the following manifests: PAYROLL MANIFEST: $10,127.59 VENDOR MANIFEST: $65,373.74 BUILDING PERMITS: The Board reviewed and approved the following building permits. Eileen Fair and Rebecca Thomas, Map/Lot 07-908-549, Route 114, Roof Mounted Solar Array Kyle Orde, Map/Lot 08-764-364, Baker Hill Road, Ground Mounted Solar Array Paul Bohn, Map/Lot 04-474-101, Fox Chase Road, Generator NEW BUSINESS: The Board issued a Cemetery Deed for James and Judith Lowe. The Board reviewed the September Expenditure Report. OLD BUSINESS: Phillips reported that the Town was awaiting DRA estimated utility values for Otter Lane Hydro (Utility Assessment) and that that valuation was required for completion of the MS-1 which must be accepted prior to the second issue tax rate setting. REVIEW OF CORRESPONDENCE: The Town received notification of 2017 Merrimack County Tax Apportionment in the amount of $801,569. SELECTMEN’S COMMENTS: Selectman Curless reported that Andover Fence will be commencing the Main Street Cemetery Fence Project the week of October 15, 2017. The granite posts will be delivered to the Highway Department. Selectman Curless reported that he had performed a site visit on Rowell Hill Road along with the Stephen Bagley, Road Agent and Sergeant Valerie Crone. Measurement confirmed that mowing was done within the Town’s right-of-way. Selectman Wright reported that he had discussed the HealthTrust’s new program for HSA’s. The Board will have Candace Schaefer, HealthTrust Advisor, discuss the program when the plan offerings are reviewed by the Board (end of October-middle of November). The Board discussed traffic signs on Old Blaisdell Road and traffic control signs on Newbury/Chalk Pond/Baker Hill Road. Phillips to follow up with the Road Agent.
