Board of Selectman

December 18, 2017 @ 4:00 p.m.

 

The meeting was called to order at 4:00 by William Curless, Acting Chair.  Present at the meeting was William Curless, Acting Chair; Dane Headley, Selectman; Jeanne Nolte and Elly Phillips, Recording Secretary.

 

Action was deferred on approval of the December 13, 2017 minutes.  The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:   $12,279.95

VENDOR MANIFEST:     $29,386.28

 

BUILDING PERMIT:

The Board approved a building permit for Freeman Boynton, III, Map 09-865-299, Route 114 for a dwelling subject to the Notice of Decision for Conditional Use Permit from the Planning Board for a steep slope.

 

NEW BUSINESS:

Selectman Curless made a Motion to encumber 2017 funds remaining from Warrant Articles

1-20-2017-100                        Blacktop Upgrade                               $100,000.00

1-20-2017-101                        Gravel Upgrade                                  $    6,788.50

1-20-2017-107                        Fire Department Furnace                    $  10,741.07

1-20-2017-108                        Library Ramp                                      $  20,000.00

And encumbrances from previous years:

1-40-4000-105                        Blacktop Upgrade                               $125,226.91

1-49-4000-105                        Old Store Museum                              $    3,188.00

Selectman Headley seconded the motion which passed by a vote of 2-0.

 

The Board reviewed 2017 Expense Budget and authorized Phillips to procure two new workstations (in conjunction with the CCI Complete Care Agreement).

The Board executed the 2018 dispatch contract with the Town of New London.

The Board set the tentative dates for the  public hearing for the proposed Fire Department  for January 18, 2018 at 7:00 p.m. with 1/25 as a possible snow date.  Selectman Headley made a motion to designate Selectman Curless as liaison for the proposed project.  Selectman Curless seconded the motion.  The motion passed by a vote of 2-0.

 

The Board appointed Cynthia Stillman to the office of Deputy Treasurer.

 

The Board agreed to reschedule their Monday meeting for Wednesday, December 27, 2017 and Wednesday January 3, 2017 at 4:00 for routine business – no appointments will be scheduled.

 

OLD BUSINESS:

The Board issued Correspondence to:

Pete Thompson regarding tax appeal

Linda Ford, Town Clerk/Tax Collector regarding website

 

Action was deferred on a discussion Baker Hill/Chalk Pond Road Signage

 

The Board issued correspondence to Cynthia Stillman accepting her resignation as Deputy Town Clerk/Tax Collector with regret.

 

Selectman Curless agreed to meet with Right Angle Engineering on behalf of the Board to discuss the Library Ramp project.

 

At 4:40 p.m. Selectman Curless made a motion to enter into non-public session under RSA 91-A:3, II(c)  Matters which, if discussed in public, would likely affect adversely the reputation  of any person, other than a member of this board, unless such person requests an open meeting.  This exemption  shall extend to include any application for assistance or tax abatement or waiver ofa fee, fine or other levy, if based on inability to pay or poverty of the applicant.  Selectman Headley seconded the motion.  The Board was polled with Selectman Curless and Selectman Headley voting yes.  Public session reconvened at 5:04 p.m.

 

Selectman Headley made a motion to seal the minutes as it is determined that divulgence of this information likely would affect adversely the reputation of any person other than a member of this Board.  Selectman Curless seconded the motion which passed by a vote of 2-0.

 

There being no further business, the meeting was adjourned at 5:29.
