Present at the meeting was Robert Wright, Jr., Chair; William I. Curless, Selectman; Walter Baker, Jr., Selectman; and Elly Phillips, Town Administrator. The minutes from May 17, 2017 were approved as written. The Board reviewed and approved the following manifests: PAYROLL MANIFEST: $ 10,034.62 VENDOR MANIFEST: $ 7,619.57 APPOINTMENTS: An appointment from the Bradford Board of Selectmen regarding consolidation of services between KRSD Towns was rescheduled for June 5, 2017 at 5:00 p.m. BUILDING PERMITS: The Board reviewed and approved the following building permits: Edward and Jane Snowden, Map 07-966-468, Keyser for a deck extension. Lynn Wittman/Michele Coleman, 08-237-360, Penacook Road for an alterations/addition. Patrick & Renee Riviezzo, Eaton Grange Road, for a house and barn. Kearsarge Regional School District, 05-505-365, North Road – Remove waste treatment system, replace with septic system. Action was deferred on a building permit for the Blaisdell Lake Association/Carol Comforti Adams, 02-704-486 to install a lift. The proposed construction will require approval for a variance from the Zoning Board of Adjustment for shoreline setback. INTENT TO CUT: The Board approved an intent to cut for Joe Jablonski, 04-072-018, 04-095-036, 04-104-045 for 11 acres out of 11.3. NEW BUSINESS: The Board reviewed the 2017 Preliminary Audit conducted by the Mercier Group. The Board reviewed the Independent Auditors Communication to Selectboard. The Board executed the Management’s Representation Letter and the Audit Engagement Letter for 2017, 2018 and 2019. The Board reviewed and executed the 2017 Management’s Discussion & Analysis report. The Board issued Yield Taxes in the amount of $2,911.35. The Board issued an abatement for Map 10-271-401 in the amount of $35.00. The lot in question was combined with 08-369-498 and is now owned by the Sutton Conservation Commission and is therefore tax exempt. The Board received correspondence from Marne Thompson regarding the 2017 Memorial Day Service which will be conducted at the South Sutton Meeting House on Sunday, May 29, 2017 at 2:00 p.m. The Board issued the annual independent contractor agreement with Sanders Searches LLC for Tax Lien Research. OLD BUSINESS: The Board reviewed email correspondence from Primex regarding liability coverage for volunteers. The Board reviewed town counsel’s advice pertaining to volunteer services provided by the Board of Selectmen. The Board discussed the sale of properties acquired by tax deed. Pursuant to RSA 80:80 and by the vote of Article 3 of the March 15, 1995 Town Meeting, the properties may be disposed of by public auction, sealed bids or as justice may allow. The Board discussed conveying several properties by sealed bid in September or October 2017. Properties to be considered for conveyance will have been deeded to the town for a period of three years or more. The Board considered the following properties: 02-491-339 .10 acres with no access road 04-327-098 .60 acres on Route 114 04-194-375 4 acres on Meetinghouse Hill Road 04-207-389 2.0 acres on Meetinghouse Hill Road 04-212-391 3.0 acres on Meetinghouse Hill Road 06-500-272 .51 acres on Nelson Hill Road 07-662-017 1.0 acres on North Road 07-790-226 .5 acres (rear) off of Whiskey Pine Road 04-110-318 6 acres with no access road to be reviewed by the Conservation Commission as it abuts conservation land 06-653-513 Method of disposition to be reviewed in further detail Abutters who have previously expressed an interest in tax deeded properties will be notified of the sale. Conditions on bids will be reviewed in further detail. The Board discussed consulting with local real estate agencies regarding the sales. Abutters will be given the right of first refusal. There will be a minimum bid requirement to cover the Town’s expenses and the Town will retain the right to reject any and all offers. REVIEW OF CORRESPONDENCE: The Board noted correspondence from the Department of Justice regarding Trustee Workshops. Trustees have received copies of the correspondence. SELECTMEN’S COMMENTS: The Select Board will not meet on May 29 in observance of the Memorial Day Holiday. The next regularly scheduled meeting will be conducted on June 5, 2017.
