July 23, 2018 @ 4:00 p.m.

 

 

The meeting was called to order at 4:00 p.m. by William I. Curless, Chair. Present at the meeting was William I. Curless, Chair; Robert Wright, Jr., Selectman; Robert DeFelice, Budget Committee Chair and Elly Phillips, Town Administrator.

 

The minutes from July 16, 2018 were approved as written.  The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:   $  10,250.48

VENDOR MANIFEST:     $106,519.80

 

BUILDING PERMIT:

The Board approved the following building permits:

JoAnn and Rodney Sigua, Map 08-135-049, Penacook Road, for a patio/hot tub

Alan Gauntt, Map 06-311-012, Route 114 for a garage

Eric Chinburg, Map 08-591-235, Kings Hill Road for a shed

 

The Board approved a building permit extension for Jessica Caswell, 02-350-586, Jolly Farm Road, Request for an Extension for Permit #2016-18 for a bed/bath addition.

 

INTENT TO CUT:

The Board executed an intent to cut for Stanley Andrewski, III, Map 09-660-270, Shaker Street for 10.5 acres out of 11

 

NEW BUSINESS:

The Board approved a Staples supply order for the Land Use Department.

 

Robert DeFelice reported that the Town Square Dance will be held on August 22, 2018.  The event will be promoted on the website.

 

OLD BUSINESS:

Selectman Curless reported on the site visit conducted by at the Fire Department.  Kelly Gale, KLG Architecture, will meet with the Board on August 6, 2018 to provide recommendations for moving forward.  Selectman Curless reviewed concerns that were raised regarding trusses and snow load.    Engineering review of the trusses for a commercial building or replacement of the trusses will need to be considered.  Robert DeFelice, Budget Committee Chair, agreed to notify the Fire Department Building Committee of the meeting.

 

REVIEW OF CORRESPONDENCE:

The Board noted the following items of correspondence:

Correspondence from Planning Board Chair to Maurice Saunders regarding Subdivision Regulations, Steep Slope Overlay.

Correspondence from Anita Blakeman regarding home occupation concerns/Cougar Sound Spirits.  Phillips to follow up.

 

SELECTMEN’S COMMENTS:

Selectman Wright reported on:

His review of the Road Maintenance 101 Power Point presentation highlighting the following items:

1.      Importance of having a plan

2.      Pavement deterioration curve

3.      Replacement methodologies

4.      Benefits of chloride use

5.      Treatment placement and timing

6.      Pavement Materials

7.      Sand Seal

8.      Pavement Management Implementation

9.      Treatment timing vs. costs

10.  Education

Selectman Wright also discussed his review of the Town of Gilford’s Operational Guidelines & Handbooks, observed that it was a very useful reference.

 

Selectman Wright advised that there were State Election Law training sessions scheduled and reviewed the schedule.

 

There being no further business, the meeting was adjourned at 5:05 p.m.
