Meeting Minutes of July 3, 2017

 

 

The meeting was called to order at 5:00 p.m. by Robert Wright, Jr., Chair. Present at the meeting were:  Robert Wright, Jr., Chair; William I. Curless, Selectman; Betsy Forsham, Cindy Stillman, Deputy Town Clerk, Elly Phillips, Town Administrator as well as interested members of the public.

 

APPOINTMENTS:

Betsy Forsham met with the Board to convey her concerns and those of other citizens regarding the recycling of kitty litter at the dump. Ms. Forsham was concerned about the potential for disease from the kitty litter.  Ms. Forsham followed up with the NH DES regarding the disposal process for kitty litter.  Ms. Forsham advised that the DES is not concerned with the health issues related to kitty litter as that would fall under the auspices of Health and Human Services.

 

Ms. Forsham spoke with DES personnel and was informed that cat litter must be disposed of as solid waste (in the compactor).  In order to compact or spread kitty litter, special permitting would be required from the DES.  The town’s current practice of spreading and neutralizing with ash falls into the category of creating a landfill according to the DES.

 

Elly Phillips, Town Administrator, added that she had recently been contacted by Melony Doiron, NH DES Waste Management Specialist and was instructed that the town must dispose of the kitty litter as solid waste (in the compactor). Ms. Doiron also stated that residents are allowed to bury kitty litter on their own private property.  Burying kitty litter on the cat owner’s private property would be a good a helpful way to reduce waste stream weight, and therefore, would benefit taxpayers.   If kitty litter is disposed of in the compactor, it must be bagged.   Selectman Wright will follow up with Diego Solimine, Solid Waste Supervisor, on Thursday, July 6, 2017.  The Board discussed the requirements for implementing new rules/procedures at the Solid Waste Facility which should be adopted at Town Meeting.

 

The minutes from June 26, 2017                were approved as written.  The Board reviewed and approved the following manifests:

PAYROLL MANIFEST: $   9,579.29

VENDOR MANIFEST: $ 839,841.90

 

PERMITS:

Building permits were approved for:

Vicki Colty/Tara Mahady, 01-885-282, Roby Road, for a garden shed.

Shahanna, Snyder, 01-541-446, Birch Hill Road, interior and exterior renovations

Stephen Patterson, 04-450-056, Rte 114, for a deck subject to wetland setback verification

Action was deferred on a building permit for Robert A. Jeffrey, 02-418-356, Lovett Lane to demolish existing cottage and erect an office/studio pending wetlands/lake setback verification

 

NEW BUSINESS:

The Board received correspondence from Melissa Laverack expressing concerns regarding traffic at the intersection of Newbury Road and Main Street. Phillips was instructed to schedule a meeting with Ms. Laverack on July 17, 2017.

 

The Board issued notification to the DRA that the Town of Sutton has elected not to use Assessing Form – PA-28 pursuant to RSA 74:4-a.

 

OLD BUSINESS:

Selectman Curless reported on estimates for the Millwoods Cemetery Fence. There is a great deal of rust on the fence which could probably be used as scrap.  The gate is in good shape because it is all solid stock.  The old fence is worthless. The bottom rail is sitting in the dirt and is totally deteriorated. The gates can be fixed and powder coated which will be around $15,000.  The railing is probably going to be closed to $100,000.  The gate will be a 2018 Warrant Article and Capital Reserve funding for fences will require an appropriation of approximately $ 30,000-$35,000 over the next three years.  Betsy Forsham commented on the spikes on the top of the existing Millwoods fence.  When the State plows 114, the snow accumulates over the fence and deer have become impaled on the fence.  Ms. Forsham recommended a rounded finial for the new fencing.  Selectman Baker is developing a plan for the Sutton Mills Cemetery Fence.

 

Selectman Wright provided a written report on the most recent Legislative Bulletin. There is potential for additional funding for road projects.  The Board will seek input from the Road Agent.  Funds are also slated for environmental grants.

 

There being no further business, the meeting was adjourned at 5:33 p.m.
