August 13, 2018 | Town Admin TOWN OF SUTTON Pillsbury Memorial Town Hall 93 Main Street Sutton Mills, NH Sutton Mills, NH 03221 Board of Selectman August 13, 2018 @ 4:00 p.m. The meeting was called to order at 4:00 p.m. by William I. Curless, Chair. Present at the meeting was: William I. Curless, Chair; Dane Headley, Selectman; Robert Wright, Jr., Selectman; Robert DeFelice, Budget Committee; Tom Schamberg, Lee Booker, George Horricks and Elly Phillips, Town Administrator. The minutes from August 6, 2018 public and non-public were approved as written. The Board reviewed and approved the following manifests: PAYROLL MANIFEST: $10,457.38 VENDOR MANIFEST: $13,651.78 BUILDING PERMIT: The Board approved a building permit for Heather Hayes, for Map/Lot 07-558-585, Cotton Road, for a chicken coop. Action was deferred on a building permit for Karen Booker, Map 06-380-154, Main Street, for a Solar Array pending partial wetlands delineation to verify a 15-foot buffer from the wetlands. George Horricks and Lee Booker were present to discuss the application requirements and process. NEW BUSINESS: The Board received the 2017 final Town of Sutton Audit Report. The Board executed DRA Form MS 535 The board issued a Yield Tax for NH Public Golf Course Operation 17-439-28, in the amount of $13,397.70 The Board discussed hazard trees that were cut down on Town property on Meeting House Hill Road. The highway department will haul away the wood. OLD BUSINESS: The Board received final Notification of Award for (FEMA-4355-DR-NH) in the amount of $11,414.59 and PAAPDAC filling for Direct Administrative Costs for 4355DR-NH in the amount of $760.97. The Board discussed the Fire Department addition project update. Phillips reported that funds from the capital reserve could be used in order to develop more comprehensive project plans etc. Phillips was instructed to schedule a meeting Ken Holmes, North Branch Construction in order for the Board to receive guidance on the next steps for the project. The Fire Department Addition Committee and Kelly Gale of KLG Architecture will also be invited to attend the meeting with North Branch. Selectman Curless reported that electrical update has been completed on the Old Store Museum project. REVIEW OF CORRESPONDENCE: The Board noted the following items of correspondence: From the Town of New London: Notice of a Development of Regional Impact Planning Board application for a retirement care community located at County Road and Parkside Road. DOS Notification regarding receipt of Fire Department Roster Final 2018 Legislative Bulletin Wetlands Permit Application – Jeffrey Family Trust, Ma- 02-478-356 Wetlands Permit Application –Malan 02-480-181 SELECTMEN’S COMMENTS: Selectman Wright advised that Sutton’s Old Home Day will be held on Sunday, August 19, 2018. Selectman Wright commented on the historical significance of having the Old School House, Old Store Museum, Meeting House, and the home where John and George Pillsbury were born, on their original sites as well as the Soldier’s Monument (civil war) and the Old Province Road which went from Portsmouth all the way to Fort #4.
