The meeting was called to order at 4:00 p.m. by William I. Curless, Chair.  Present at the meeting was William I. Curless, Chair; Dane Headley, Selectman; Robert Wright, Jr., Selectman; Robert DeFelice, Budget Committee Chair; Cory Cochran, Fire Chief; Kevin Rowe, Deputy Fire Chief; Wendy Grimes, Rescue Chief; David Burnham, Health Officer; Gail Guertin, Budget Committee Member, and Elly Phillips, Town Administrator.

 

APPOINTMENTS:

At 5:00 p.m. Cory Cochran, Fire Chief; Kevin Rowe, Deputy Fire Chief and Wendy Grimes, Rescue Chief met with the Board to review fire department addition bids.  The Fire Department Addition Committee with input from Town Counsel determined that the Town was premature in issuing the bid packets as more specificity was required for a comparative approach.  Therefore, the Board will reject all bids.  Further consideration will be required with Town Counsel’s concerns addressed, prior to selecting a contractor.  Kevin Rowe, Deputy Fire Chief, suggested that Selectman Curless and Matt Grimes, Code Enforcement Officer/Building Inspector, review the plans and offer guidance.  Selectman Curless reviewed the advantages of stamped plans.    The Board supported acquiring engineered plans or structural engineering approval  for the project while acknowledging the additional cost involved in acquiring them. The Board will follow up regarding next steps.  Selectman Curless was designated as the liaison for the project.

The minutes from May 21, 2018 were approved as written.  The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:   $   10,389.42       

VENDOR MANIFEST:     $ 105,372.72

 

BUILDING PERMITS:

The Board reviewed and approved the following building permits:

Amy Smith, 01-526-332, Harwood Road, for Solar PV

Corbett Cochran/Laurie Cuccinello, Map 07-109-385, Kearsarge Valley Road, for a Garage/Carport subject to verification of wetlands setback compliance.

Peter and Shelly Boucher, Map 07-614,583, Cotton Road, for a Deck

Benjamin Prime, 06-123-424, Corporation Hill, for a Barn, subject to verification of wetlands setback compliance.

 

INTENT TO CUTS:

The Board approved the following intent to cuts.

Michael McManus, 03-887-357, 75 acres out of 80

William Merullo, Map 05-562-176 and 05-504-304 for 4 acres out of 6.3

Deborah Lang, Map 02-200-659, .5 acres out of 4.6

 

YIELD TAXES:

The Board issued yield taxes in the following amounts:

NEW BUSINESS:

Phillips reported on a recent workshop that she attended for administrative official regarding road surface.  Phillips said that the workshop was very informative and encouraged the Board and interested Budget Committee members to attend this workshop when it is offered nest.  Although the workshop was of a somewhat technical nature, some of the takeaways from the workshop were:

·         Have a long range maintenance plan. 

·         If a town has a worst first maintenance policy, it is difficult, if not impossible to catch up.  Extending road life through practices such as chip seal and crack seal are the best course to take.

·         Mud season has a significant impact on road surfaces.  Towns should post the roads early to minimize long term damage.

·         One tractor trailer using the roads is the equivalent of 10,000-40,000 cars (depending on the size of the truck)

·         The road system is the Town’s biggest asset and the current cost for full depth reclamation of a paved road is approximately $1,000,000 per mile.  This cost does not include factors such as boulders, trees, etc.

·         Road Management Surface Systems are essential.

 

The Board of Selectmen approved a request from Maribeth Angeli to plant grass within the Town’s R-O-W (Davis Court) as specified on the map submitted.

 

Robert DeFelice expressed some concern regarding some steps on the lakeside of Penacook Road that potentially could be posing a hazard.  The Board will follow up with the Road Agent.

 

OLD BUSINESS:

The Board reviewed a yield tax appeal submitted by Manning Yield Tax Appeal.  The appeal had been reviewed by Anita Blakeman, Timber Monitor.  Based on the recommendations of the Timber Monitor, the appeal was denied.  The property owner will be notified.

 

There was a discussion regarding Board membership.  Several candidates have expressed interest.  The Trustees of the Trust Funds are still seeking candidates.   The Boards discussed formation of several committees.  Selectman Curless will represent the Board on the Road Committee.  Selectman Wright will represent the Board on the CIP Committee and Selectman Headley will represent the Board on the Recycling Committee.  The Selectmen will all develop outlines for the Committees’ Charges.  Robert DeFelice, Budget Chair reminded the Board that there was also a need for a Recreation Committee.  The Board will take that under consideration. 

 

Mr. DeFelice will assist in drafting the charge for the Recreation Committee.

 

The Board issued a letter to Jon Korbett, Police Chief and Valerie Crone, Police Sergeant commending them and emergency response personnel for spearheading and participating in a DUI training exercise/demonstration for high school students and faculty.

 

David Burnham, Health Officer, presented to see if there was any further information regarding pending enforcement actions.  Mr. Burnham was updated with compliance activities to date.  Mr. Burnham will follow up with the Sutton Police Department.

 

REVIEW OF CORRESPONDENCE:

The Board noted the following items of correspondence:

LSVNA 2017 Community Health Needs Assessment Report.  Selectman Wright summarized the report with the Board.

 

SELECTMEN’S COMMENTS:

Selectman Wright reported on the Vernal Pool Bridge Celebration that was conducted on May 31, 2018.  The project was a collaboration between KRHS Staff, the Sutton Board of Selectmen and Conservation Committees, local businesses (Lumbar Barn and Belletetes) and KRHS students.

Selectman Wright reported on the Sutton Memorial Day commemoration which was well attended.
