September 16, 2019 @ 4:00 p.m.

 

The meeting was called to order at 4:00 p.m.  by Dane Headley, Chair.  Present at the meeting was:  Dane Headley, Chair; Robert Wright, Jr., Selectman; William I. Curless, Selectman; Francis Parisi, Vertex Towers and Elly Phillips, Town Administrator.

 

The minutes from September 9, 2019 were approved as written.  The non-public, sealed minutes, from September 9, 2019 were approved as presented.    The Board reviewed and approved the following manifests:

MANIFESTS:

PAYROLL MANIFEST:      $12,383.46

VENDOR MANIFEST:       $31,473.64

The Board reviewed and approved the following building permits:

BUILDING PERMITS:

Yackley & Bonnema, 02-285-104, Route 114 for a patio

George Wells, III, 04-218-382, Dodge Hill Road  for repair/replace and addition.

Benjamin & Kristin Prime, 06-123-424, Corporation Hill Road, Solar

Vertex Tower Assets, LLC, New Cingular, Wireless PCS, DBA AT&T, 02-856-520, Wrights Hill Road, for a 150’ lattice Cell Tower.  ZBA decision, Agreement and Notice of Limitations on the Town of Sutton’s Responsibility and Liability, Road Use Agreement and Current Use Map Attached.

               

OLD BUSINESS:

The Board reviewed and noted the Y-T-D Budget Expenditure Reports through 8/31/2019.  The Board requested a comparative budget report from the previous year.

The Board executed the notice to proceed for the CNHRPC EOP 2020 Update.  Matt Grimes, Emergency Management Director, will also execute the document and the Board will formally nominate the required membership to be comprised of the following representation:  Emergency Management Director, Town Administrator, Fire Chief, Rescue Chief, Police Chief, Road Agent, Select Board member (Selectman Wright agreed to represent on behalf of the Board), Health Officer, Welfare Director, Planning/Zoning or Planning Board Member etc.  Selectman Wright made a motion to make appointments as specified or as designated by the Public Safety Chiefs and Department Heads.  Selectman Curless seconded the motion which passed by a unanimous affirmative vote.

The Board discussed delays in repairs to the slate roof on the Pillsbury Memorial Hall.  Phillips will follow up with the contractor.  The Board explored repair alternatives for the future.

 

NEW BUSINESS:

The Board discussed the process for appeal of a civil forfeiture.  The Board agreed to hear the appeal at a regularly scheduled meeting.

The Town has been advised by Eversource that there are constraints regarding bulb replacement due to outdated technology.  Newer LED technology will require less energy usage and cost savings.   Eversource will be providing an inventory list to assist with budgetary consideration.  Depending on the number of lights out and associated costs, the project may need to be phased in.  The matter will be addressed at a future Select Board meeting.

The Board executed DRA Form MS-535 for the period ending 12-31-2019.
