Selectman Wright read the following announcement into the record: Due to the COVID 19/Coronavirus Pandemic and in accordance with Governor Sununu’s Emergency Order #12, pursuant to Executive Order 2020-04, this Board is authorized to meet electronically. The public has access to contemporaneously listen and participate in this meeting by telephone by calling 978-990-5000 and entering access code 112820. Present at the meeting were Robert Wright, Jr., Chair; William I. Curless, Selectman; Dane Headley, Selectman; Adam Hurst, Road Agent; Nancy Heckel and Yvonne Howard, Library Trustees; and Elly Phillips, Town Administrator. The minutes from November 30, 2020 were approved as written. The Board reviewed and approved the following manifests: PAYROLL MANIFEST: $ 16,195.09 VENDOR MANIFEST: $ 1,040,455.44 A building permit was approved for Andy & Dorothy Jeffrey, 02-478-356, Lovett Road, for a Gazebo. (Variance granted 11/18/2020). The Board approved the following Veterans’ Tax Credits: John Maynard, Veterans’ Tax Credit, 07-175-479, $500/Tax Credit for Service Connected Total Disability, $2,000 David Adams, All Veterans’ Tax Credit, 04-319-079, APPOINTMENTS: At 4:40 p.m. Adam Hurst, Road Agent, met with the Board to discuss sale of the 2004 Sterling Dump Truck. The high bid on Municibid was $15,100. Selectman Curless made a motion to accept the bid for the 2004 Sterling 7400 4 wheel drive. Selectman Headley seconded the motion. The motion passed by a unanimous affirmative vote. The Board discussed payment of the professional consulting costs for the Grist Mill retaining wall. Phillips and Hurst will coordinate budgetary items. OLD BUSINESS: The Board discussed a draft of a Memorandum of Understanding (MOU) proposed by the Library Trustees. The Board has reviewed the MOU with Town Counsel who made a number of suggestions. Selectman Wright reviewed matters pertaining to the functions of the library and responsibilities of the town. The Board scheduled a work session for Friday, December 11, 2020 at 4:00 p.m. or thereafter. It was noted that there was a malfunctioning streetlight on Route 114. The Town is working with PSNH on the matter and will notify Affinity of PSNH’s troubleshooting results. NEW BUSINESS: The Board issued the 2020 Equalization Municipal Assessment Data Certificate. The Board approved a request for Reimbursement to the General Fund for administrative costs for the Special Duty Fund. The Board issued an Abatement of Tax Lien Costs for a Tax Lien in error for Tax Map/Lot 05-837-329 in the amount of $19.84. The Board received the November Expenditure Report for review at next meeting. The Board received the Proposed 2021 for the Executive Department presentation at the next regularly scheduled Budget Meeting. REVIEW OF CORRESPONDENCE: The Board noted the following items of correspondence: From Jean LaChance regarding Tax Assessment – the Board will advise the Taxpayer of the appeal process. From Peter and Deborah Rucci, Tax Assessment – the Board will advise the Taxpayer of the appeal process. From Steve Gunnerson & Susan Lewis regarding Map 04-212-391. The Board will advise the Gunnersons regarding the status of this property. County of Merrimack – proposed 2021 budget Correspondence from Rescue/Fire to Colonel Nathan Noyes expressing appreciation for emergency response from Sergeant Irwin Malilay and Trooper Noah Sanctuary to an accident scene on Interstate 89 and for providing lifesaving aid with compassion and superior dedication. TOWN ADMINISTRATOR COMMENTS: Phillips advised that Paul Mercier, Auditor for the Mercier Group has merged his firm with Alta CPA Group and will be functioning as a consultant. NON PUBLIC SESSIONS: At 4:43 p.m. Selectman Curless made a motion to enter into non-public session pursuant to RSA 91-A:3,II(a) personnel. Selectman Headley seconded the motion. The Board was polled with Selectman Wright, Selectman Curless, and Selectman Headley voting in the affirmative. Public session resumed at 5:39 p.m. Selectman Curless made a motion to seal the minutes because it was determined that divulgence of this information likely would affect adversely the reputation of any person other than a member of this board. Selectman Headley seconded the motion. The motion passed by a unanimous affirmative vote. At 5:42 p.m. Selectman Curless made a motion to enter into non-public session pursuant to RSA 91-A:3, II (d) Consideration of the acquisition, sale or lease of real or personal property which, if discussed in public, would likely benefit a party or parties whose interests are adverse to those of the general community. Selectman Headley seconded the motion. The Board was polled with Selectman Wright, Selectman Curless, and Selectman Headley voting in the affirmative. Public Session resumed at 5:56 p.m. Selectman Curless made a motion to seal the minutes because it was determined that divulgence of this information might render a proposed action ineffective. Selectman Headley seconded the motion. The motion passed by a unanimous affirmative vote.
