February 28, 2022 | Town Admin TOWN OF SUTTON Pillsbury Memorial Town Hall 93 Main Street Sutton Mills, NH Sutton Mills, NH 03221 Select Board February 28, 2022 @ 4:30 p.m. William I Curless, Chair, opened the meeting at 4:30 p.m. with the Pledge of Allegiance. Present at the meeting were: William I. Curless, Chair; Dane Headley, Selectman; Walter Baker, Jr., Selectman; Michael McManus and Elly Phillips, Town Administrator. The Minutes from 2/22/2022 were approved as corrected. The Board reviewed and approved the following manifests: Vendor Manifest: $ 8,303.06 Payroll Manifest: $11,057.35 INTENT TO CUT: The board approved an intent to cut for NH Public Golf Course 455-213, 660-060, 490-070, 698-078, for 200 acres out of 300. OLD BUSINESS: The Board verified that in order to accept the gift of the Old School House acceptance at Annual Meeting is required. Selectman Curless felt that the historical society should be encouraged to accept the gift. The Town could either appropriate funds to support the historical society’s acquisition at the 2023 Town Meeting or if acceptable to the donor and the historical society, the Select Board could propose a Warrant article to accept the gift at the 2023 Annual Meeting. The Board received the draft Code of Conduct for review. Complaints regarding conduct should be referred to the Select Board or the Town Administrator. The administrative section will be reviewed at the next regularly scheduled meeting with a goal to having the policy nearly completed so that Selectman Curless can provide input. There was a general discussion regarding the role of the chair in the conduct of the meeting. The Board discussed review of the Personnel Policy. The conduct code will be incorporated into the personnel policy for employees. The Board discussed the employee benefits program, training requirements, and the challenges to attract and retain employees. Selectman Headley agreed to work with Town Counsel to identify areas in the personnel policy that need to be updated. NEW BUSINESS: The Board discussed Warrant Articles for Annual Meeting. Selectman Curless discussed the Grist Mill/Corporation Hill project. The Board agreed that the project engineer will be selected through the bid process. The Annual Report will be available at the Pillsbury Memorial Hall by March 1, 2022. The Board reviewed mask requirements for the Pillsbury Memorial Hall in view of the Governor’s recent decision and CDC recommendations. Selectman Curless felt that the policy should be revised to masks recommended. Selectman Curless discussed the masks requirements at Kearsarge. Selectman Curless made a motion to revise the Town Hall policy to masks recommended. Selectman Headley seconded the motion. The motion passed by a unanimous affirmative vote. SELECTMEN’S COMMENTS: There was a general discussion regarding long range planning and scheduled maintenance for infrastructure.
