June 13, 2022 @ 5:00 p.m.

 

Dane Headley, Selectman, opened the meeting at 5:00 p.m. with the Pledge of Allegiance.  Present at the meeting were:  Dane Headley, Chair; Michael McManus, Selectman; Wally Baker, Jr., Selectman; Deborah Lang, Conservation Commission; Jenn McCourt, Blaisdell Lake Protective Association, Tom Schamberg, State Representative; Jeff Sercel and Elly Phillips, Town Administrator.

 

APPOINTMENTS:

Jeff Sercel met with the Board to request a building permit for barn with living space off a Class VI portion of Eaton Grange Road West.  The section of road in question was previously upgraded to Cottage Lane standards by an abutter.  Mr. Sercel’s driveway is approximately 1800 feet from the beginning of the Class VI portion of the road.  Mr. Sercel’s driveway was estimated at 1200 feet.  The Board reviewed the town’s policy for issuing a building permit off of a Class VI Road.  Abutter notification is required and a public hearing must be conducted.  Selectman Baker recommended that the Board seek feedback from Fire, Police, Rescue and Highway regarding this matter.

 

Mr. McManus, speaking as a citizen with a  residence off the Class VI Road stated that in order to obtain a building permit off a Class VI Road the property owner must sign a waiver that releases the Town from all liability which is recorded and applies to assignees and heirs.  Mr. McManus was not in favor of upgrading the road to Class V standards.  Mr. McManus identified the ongoing resident maintenance activities such as adding gravel and cutting the banks back.  Mr. McManus said that the road is a little rough right now due to logging activities and construction of Mr. Sercel’s drive.  Mr. McManus felt that property owners along the road should come to an agreement regarding maintenance.

 

Selectman Baker made a motion to conduct a Public Hearing to consider a building permit on a Class VI Road for property located on a Class VI portion of Eaton Grange West, Sutton Tax Map/Lot 03-934-262 on July 11, 2022, at 5:30 p.m.  Selectman Headley seconded the motion.  The motion passed by a unanimous affirmative vote.  The Board agreed to individually visit the site prior to the public hearing.

 

Selectman Baker made a motion to approve the June 6, 2022, minutes as written.  Selectman McManus seconded the motion.  The motion passed by a vote of 2-0.  Selectman Headley abstained from the motion.

 

 

 

REVIEW OF MANIFESTS:

The Board reviewed and approved the following manifests:

Vendor Manifest:             $ 44,930.57

Payroll Manifest:              $13,939.64

 

BUILDING PERMIT:

The Board reviewed and approved the following building permits:

Peter and Meg Vickery, 03-983-475, Pound Road, for roof mounted solar array

James and Kathryn Mathias, 10-406-263, Summit Road, for roof mounted solar array

Cheri Hayes, 02-896-159, Route 114, for bathroom renovations

Ronald Cooper, 08-799-239, Baker Hill Road, Roof Mounted Solar Panels

 

INTENT TO CUT:

The Board approved an intent to cut for Craig Courser, 05-815-136, Pound Road South, for fifteen acres out of 80.7.

 

OLD BUSINESS:

Selectman Baker reviewed a request by the Blaisdell Lake Association (BLPA) for the state to designate a section of Route 114 between Watkins Avenue to Jolly Farm Road as a low salt treatment area.  The BLPA asked that the Select Board along with the Road Agent, KRSD, Police, Fire, and Rescue Chiefs issue a letter to the NH DOT in accordance with the NHDOT’s snow and ice control policy supporting this request.   Selectman McManus recollected that the Board was in support of this request.  Selectman Baker asked whether there was a boom that could be used to mitigate salt levels.  Ms. McCourt explained that the only technology available is desalination which is not a practical solution.  The State of NH has been active in researching ways to reduce salt treatment.   Ms. McCourt recommended that plow drivers avail themselves of  the training opportunities available through the DOT/UNH T2 program.  Selectman McManus discussed the computerized calibration of salt application on icy roads used by the DOT.  It was noted that the school district has not been approached about the low salt designation.  Phillips will forward relevant materials to the district.  The process for getting a road designated as a low salt area by the NHDOT was reviewed.

 

Selectman Headley made a motion to support this request and schedule a meeting with the other required signatories.  Selectman Baker seconded the motion.  The motion passed by a unanimous affirmative vote.

 

The board noted that Mark Peterson and Matthew Grimes Building Inspector have scheduled a building assessment for all town facilities on 6/24/2022.

 

The Board discussed securing the tax-deeded Stotler Property.  Selectman McManus will follow up regarding security measures and cleanup efforts.  Phillips will follow up with Road Agent Hurst.  The Board will review regulations concerning conveyance of tax deeded properties.

 

The Board discussed the Grist Mill Bid Documents.  Selectman Headley noted that the bid did not include provisions for dealing with the septic system.  Selectman Headley expressed concern that contractors need to park off site so that they do not interfere with Town Hall business.  The Board discussed the pre-bid conference and whether or not Mr. Vignale would be present to answer any questions at the pre-bid process.

 

 

NEW BUSINESS:

The Board issued a Yield Tax for  Ben and Kristin Prime, 06-123-424, in the amount of $700.47.

 

The Board noted that there is a need for alternates to serve on the Zoning Board of Adjustment.  If interested in service on this Board, residents should contact the Town Office.

 

NON-PUBLIC SESSION: 

At 6:20 p.m. Selectman Headley made a motion to enter into Nonpublic session under RSA 91-A:3,II(b) The hiring of any person as a public employee.  Selectman Baker seconded the motion.  The Board was polled with Selectman Headley, Baker, and McManus voting in the affirmative.  Public Session resumed at 6:24 p.m.  The minutes from the non-public session were not sealed.  The Board selected Beth Holly LaDuke as Deputy Town Clerk Tax Collector.

 

REVIEW OF CORRESPONDENCE:

The Board received a copy of correspondence from Susan Solimine to Governor Chris Sununu regarding speeding on NH Route 114.  The Board will share the correspondence with Chief Korbet and respond to Ms. Solimine.

 

There being no further business, the meeting was adjourned at 6:28 p.m.
