April 3, 2017 | Town Admin TOWN OF SUTTON Pillsbury Memorial Town Hall 93 Main Street Sutton Mills, NH 03221 Board of Selectman Meeting Minutes of April 3, 2017 The meeting was called to order at 4:00 p.m. by Robert Wright, Jr., Chair. Present at the meeting was Robert Wright, Jr., Chair; William I. Curless, Selectman and Elly Phillips, Town Administrator. The public minutes from March 27, 2017 were approved as written. The non-public sealed minutes from March 27, 2017 were approved as corrected. The Board reviewed and approved the following manifests: PAYROLL MANIFEST: $12,640.93 VENDOR MANIFEST: $23,210.08 BUILDING PERMITS: The Board approved a building permit for Jason Flack, 10-224-044, Hominy Pot Road for a carport. EXEMPTIONS/CREDITS: The Board approved the following All Veterans Tax Credits: Eugene Schwarz, 06-414-264; Martin Carrier, 07-847-318; John Silverberg, 10-125-251 APPOINTMENT: The Board issued an appointment for Gayle Guertin, to the Budget Committee for a 1 year term. NEW BUSINESS: The Board reviewed a proposal from Naughton & Son for Cardboard Compactor. Action was deferred pending discussion by a full board. Selectman Curless made a motion to approve Muster Field Farm’s request to use the Pillsbury Memorial Hall for a Strategic Planning Session on May 6, 2017. Selectman Wright seconded the motion which passed by a vote of 2-0. OLD BUSINESS: Grist Mill residents would like to have a meeting with the Board to discuss the final design of the Grist Mill footbridge. The Board will discuss the matter with Selectman Baker and schedule a meeting. Action was deferred on the Tax Agreement pending follow up by Town Counsel. REVIEW OF CORRESPONDENCE: The Board noted the following items of correspondence: Volunteer Lake Assessment Program: Kezar Lake BTLA Annual Notification from Tax Collectors City of Lebanon regarding NH voting SELECTMEN’S COMMENTS: Selectman Curless reported on Planning Board Membership noting that a couple of the members have been unable to attend meetings on a regular basis. The Planning Board has requested that the Select Board contact those individuals to ask them to consider resignation from the Planning Board. Non-attendance is affecting the Planning Board’s productivity. The Planning Board is currently updating site plan and subdivision regulations. Future projects are update of the CIP and Master Plan. Non-attendance has also resulted in a lack of a quorum. Selectman Wright discussed various articles in the latest Town and City Magazine. The Board discussed the 2018 budget process as well as the process for sale of tax deeded properties.
