The meeting was called to order at 4:00 p.m.  Present at the meeting was William I. Curless, Chair; Dane Headley, Selectman; Robert Wright, Jr., Selectman; Stephen Bagley, Road Agent; Robert DeFelice, Budget Committee Chair; Bruce Ellsworth, Blaisdell Lake Protective Association, Cynde Robbins, David Burnham, Gail Guertin and Elly Phillips, Town Administrator

 

APPOINTMENTS:

Stephen Bagley, Road Agent met with the Board to discuss long-term road maintenance and budgeting.  Mr. Bagley provided the Board with summaries of each of the paved and gravel roads which included information regarding their length, width, square footage/yards and asphalt tonnage as well as calculated cost for materials.  Additional costs to be considered are grinding, grading, paving and road bed preparation.  For gravel roads, Mr. Bagley provided the estimated costs for a comprehensive calcium chloride treatment for road stabilization.  The total associated estimated costs were substantial.  The Board discussed various methodologies for prioritizing road maintenance efforts, including preventative maintenance.  Selectman Headley recommended identifying current and future costs for each road and specific problem areas in order to arrive at a year-by-year road maintenance budget.  Mr. Bagley said that he is currently reviewing history files to determine a baseline.  Mr. Defelice recommended identifying the roads that need to be addressed within the next five years.   Mr. Bagley will expand the road inventory to identify those roads that would benefit from preventive maintenance and those that require reconstruction in order to develop a long-term plan.  Mr. Bagley indicated that the soon to be charged road committee would be helpful with this task.

At 4:34 p.m. Selectman Wright made a motion to enter into on-public session under RSA 91-A:3, II in order to conduct personnel evaluation for the Road Agent.  Selectman Headley seconded the motion.  The Board was polled with Selectman Curless, Selectman Headley and Selectman Wright voting in the affirmative.  Public session resumed at 4:48 p.m.  The minutes were not sealed.  An employee evaluation was conducted for Stephen Bagley, Road Agent during the non-public session.

At 5:00 p.m. Selectman Curless opened a public informational meeting pursuant to RSA 482:13, public informational meeting to inform the public that the level of Blaisdell Lake will be lowered in the fall of 2018 in order to make minor repairs to the dam and to allow homeowners to make repairs to docks and waterfronts.  Bruce Ellsworth, representing the Blaisdell Lake Protective Association, was present to provide information and address questions concerning the drawdown.  Mr. Ellsworth advised that pursuant to the Association’s bylaws, every five years the lake is lowered 4-5 feet in order for inspection and repairs to the dam and to allow property owners to do repairs to docks and waterfront to the extent that the state allows.  A year prior to the drawdown, a petition is filed with the state requesting approval of the drawdown.  This gives property owners one year to prepare for permitting etc. required for repairs.  It is further required that the Selectmen be notified and that a public informational meeting is conducted.  There were no questions from the public.  The informational session was closed at 5:09 p.m.

The minutes from July 23, 2018, were approved as written.  The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:   $   10,553.00

VENDOR MANIFEST:     $456,765.00

 

BUILDING PERMITS:

The Board approved a building permit for Donna Catanzaro, Map 04-311-348 for a ground mounted solar array.

 

Action on a building permit for David Burnham, Map 06-208-196, Route 114 for a shed was deferred pending additional information.  Mr. Burnham agreed to provide a photograph to better depict if the replacement structure was in the footprint of the existing structure.

 

NEW BUSINESS:

The Board issued the following Ordinance/Code Enforcement letters:

Glen and Susan Kerkian, Map/Lot:  02-519-272, re:  travel trailer – not accessory to a dwelling.

Gurna and Donna Wilson, Map/Lot 09-879-208, re: travel trailer – ordinance requirements.

 

The Board received notification of a 75% match for FEMA #4355DR  – debris removal reimbursement $11,414.59.  The Town’s total qualifying damage for the October 30, 2017 weather events was $15,219.45.

 

The Board unanimously agreed to nominate Emilio Cancio-Bello to serve on the  CNHRPC Brownsfields Advisory Committee.

 

The Board issued an Unlicensed Dogs – Civil Forfeiture Warrant for follow up by the Police Department.

 

 

There being no further business, the meeting was adjourned at 5:31 p.m.
