July 19, 2021 @ 4:30 p.m.

 

 

Selectman William I. Curless, Chair, opened the meeting at 4:30 p.m. with the Pledge of Allegiance.  Present at the meeting were William Curless, Chair; Dane Headley, Selectman; Adam Hurst, Road Agent; Nancy Heckel, Library Trustee; and Elly Phillips, Town Administrator.

 

APPOINTMENTS:

At 5:00  Adam Hurst, Road Agent met with the Board.  Mr. Hurst was complimented by the Selectmen on how well the roads were holding up under the extraordinary rainy  conditions experienced recently.  Mr. Hurst said that the calcium makes a big difference.  Last year the Town used a 17% solution.  This year the town will be using a 14% solution.   Any less would require two applications.  Mr. Hurst is maintaining a log to determine the optimal solution to apply.  Mr. Hurst’s goal is to use the least amount of calcium for the maximum stabilization result.  There was a discussion regarding logging access and impact on town roads.

 

At 5:09 p.m. Selectman Headley made a motion to enter into non-public session under RSA 91-A:3, II (a) The dismissal, promotion, or compensation of any public employee.  Selectman Curless seconded the motion.  The Board was polled with Selectman Curless and Selectman Headley voting in the affirmative.  Public session resumed at 5:26 p.m.  Selectman Curless made a motion to seal the minutes pertaining to personnel compensation pending a final decision.  Selectman Headley seconded the motion.  The motion passed by a unanimous affirmative vote.

 

At 5:30 p.m., Nancy Heckel, Library Trustee, met with the Board to discuss a proposed Story Walk for the library.  The library has received grants and donations to offset the cost for story walk materials.  The posts with the story, poetry or art will be placed 12 feet apart along the river.   There will be about nineteen panels   The story walk will be dedicated to Beth Cernek.   Selectman Headley brought up traffic concerns and parking.  Ms. Heckel will discuss these concerns with her fellow trustees.

 

The minutes from July 12, 2021, were approved as amended.  The Board reviewed and approved the following manifests:

 Vendor Manifest:   $26,184.87

Payroll Manifest:    $  9,748.87

 

BUILDING PERMITS:

The Board approved a building permit for Brendan Rowe, 09-516-045, converting garage to residence.

 

OLD BUSINESS:

The Board approved replacement of the police cruiser computer from the Police Department Computer Equipment Capital Reserve.

 

Given that Chief Korbet had no objection to using DOT flaggers, Selectman Curless executed a Municipal Work Zone Agreement with NH DOT.  The I-89 project is slated to begin in the Spring of 2022.   Selectman Curless made a motion to request that NH DOT conduct the overpass repair project at night to facilitate traffic flow and minimize impact on Kearsarge Regional School District transportation routes.  Selectman Headley seconded the motion.  The motion passed by a vote of 2-0.

 

The Board discussed the ARPA grant application.  The Town will see if radon water testing and filtration systems for Sutton residents is eligible under the ARPA funding.  In addition, the town will request funding to offset the cost for PFAS testing and remediation, if necessary, for abutters within 1,000 feet of the septage lagoons.

 

NEW BUSINESS:

The Board received 2021 Department Head Performance Evaluation forms in preparation for employee evaluations and the process for conducting evaluations and correlating salary increases to the evaluations.

 

The Board issued the following Land Use Change Taxes:

LUCT – Stacy Shealy, Map 07-031-568, $5,100

LUCT – Chilin Associates, 09-046-032, $5,000

 

There being no further business, the meeting was adjourned at 5:50 p.m.
