February 7, 2022 | Town Admin TOWN OF SUTTON Pillsbury Memorial Town Hall 93 Main Street Sutton Mills, NH Sutton Mills, NH 03221 Select Board February 7, 2022 @ 4:30 p.m. William I Curless, Chair, opened the meeting at 4:30 p.m. with the Pledge of Allegiance. Present at the meeting were: William I. Curless, Chair; Dane Headley, Selectman; Walter Baker, Jr., Selectman; Mike McManus, Police Chief Jonathan Korbet and Elly Phillips, Town Administrator. APPOINTMENTS: 4:45 p.m. Selectman Curless made a motion to enter into Non-public RSA 91-A:3,II(a) & (b) personnel. Selectman Headley seconded the motion. The Board was polled with Selectmen Curless, Headley and Baker voting in the affirmative. Public session resumed at 5:22 p.m. Selectman Curless made a motion to seal the minutes as they pertained to personnel. Selectman Headley seconded the motion the motion passed unanimously. Police Chief Jonathan Korbet advised that the police department was experiencing a problem with excessive sediment in the water supply resulting in clogged toilets and lack of water. In order to correct the problem, it is recommended that there be sediment filtration off the well and possible repairs to the well pump. It may need to be raised. Funding is available from emergency repair capital reserve or AARPA funds. The Public and Non Public Minutes from January 31, 2022 were approved as written. The Non-public minutes pertaining to RSA 91-A:3,II(c) were sealed (matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of this board). CONSENT AGENDA: REVIEW OF MANIFESTS: The Board reviewed and approved the following manifests: Vendor Manifest: $20,293.60 Payroll Manifest: $11,664.54 OLD BUSINESS: Selectman Curless made a motion to acquire a debris blower for a cost of up to $10,000 from ARPA funding. Selectman Headley seconded the motion. The motion passed by a unanimous affirmative vote. The Select Board had considered supporting a Warrant Article to establish an Agricultural Commission at the request of a citizens. The citizen has since withdrawn the request but has expressed interest in assisting with establishing a farmers’ market in Sutton Mills. NEW BUSINESS: The Board issued a reappointment form for David Burnham as Health Officer. The Board received Draft copies of the 2022 Warrant and Budget for review. The Board will review the recommended line item. The Board discussed reconvening at 4:00 p.m. on Friday, February 11, 2021, to finalize their recommendations. The Board discussed a Warrant Article proposed by the Conservation Commission to establish a revolving fund for the purpose of maintaining the parking areas and trailheads on Town conservation properties. The Board was considered the potential for associated costs. In addition, concern was expressed regarding the timing of the request and the need for more information. The general consensus was that it was a good idea but needed further review and consideration including a public hearing. Selectman Baker will follow up with the Conservation Commission. SELECTMEN’S COMMENTS: Selectman Curless issued a heartfelt thank you to his fellow Board members noting that it has been a tough year for all.
