Select Board Minutes

September 25, 2023 @ 5:02 p.m.

PLEDGE OF ALLEGIANCE:

Chair Headley opened the meeting at 5:02pm with the Pledge of Allegiance.  Present at the meeting were:  Dane Headley, Chair; Walter Baker, Selectman; Anthony Drouin, NHDES, James Pacific, Matthew Grimes, Glenn Pogust, Planning Board Chair, and David Grinsell, Town Administrator.

APPOINTMENTS:

The Board met with Anthony Drouin Supervisor – Wastewater Engineering Bureau, NHDES to discuss and plan the closing of the septage lagoons at the transfer station. Potential costs and funding sources were mentioned, including a five-year timeline to complete the project.

James Pacific and Matthew Grimes, two candidates for the Building and Grounds position, met individually to interview with the Board. The candidates elaborated on their work experience and abilities.  Details about the work required, town property locations, compensation, benefits and where the Board is with the hiring process were discussed.

Glenn Pogust provided a brief overview of the correspondence prepared by town counsel in response to the cease-and-desist notice received from Attorney Muller who represents Peacock Hill LLC. The Board agreed to have town counsel send the letter to Attorney Mueller.

Selectman Baker made a motion to approve the September 18, 2023, Select Board revised minutes.  Chair Headley seconded the motion which passed unanimously.

MANIFESTS:

The Board reviewed and approved the following manifests:

BUILDING PERMITS:  

The Board reviewed and approved the following building permits:

J Snow 10-223-022 91 Hominy Pot Road Finish Garage Second floor $40,000.

The Board reviewed and approved the following yield tax permits:

NEW BUSINESS:

OLD BUSINESS:

Selectman Baker will schedule a date and time with Road Agent Hurst and Chief Korbet to inspect Rowell Hill Road by the Hebert property line and identify and document any traffic hazards potentially created by the taxpayer and report back to the Board.

The Board was informed that the preliminary results from the Grist Mill Parking Lot test pit excavation indicate that topsoil may be limiting the water from draining as intended.  Peter Stanley, Land Use Coordinator will meet with the Board on 10/2 to provide a detailed report with recommendations to address the issue.

Selectman Baker with Road Agent hurst inspected the O’Brien driveway on Cotton Road.  It was determined that the drainage issue is created by the taxpayer’s property and not the Town road.  A more in-depth explanation of the issue will be discussed by the Board at the October 2, Select board meeting.

The Board was notified that the Highway Department will move the Granite from Grist Mill Parking Lot to the Highway Stockyard on Thursday, 9/28.

REVIEW OF CORRESPONDENCE:

The Board discussed holding the NHDOT public meeting for the Reduced Salt Zone on Route 114 by Blaisdell Lake on a night that the Board meets. TA Grinsell was instructed to coordinate with Chris Turgeon from NH DOT to schedule the meeting.  

The Board reviewed correspondence from Bonnie Hill requesting to use Town Hall for the Sutton Book Club meetings.  The Board instructed TA Grinsell to discuss the matter with town counsel and report back on 10/02/23.

PUBLIC INPUT:

SELECTMEN’S COMMENTS:

The Board instructed TA Grinsell to adjust the timer for the Grist Mill Parking Lot lights to sync with the changing reduced daylight hours.

TA Grinsell was reminded to request Chief Korbet to move the electronic traffic sign on Route 114 to a location after North Road and before the curve into the pedestrian zone by the entrance to Kezar Lake, Vernondales andFirst Baptist Church.
