September 27, 2021 @ 4:30 p.m.

 

Selectman William I. Curless, Chair, opened the meeting at 4:00 p.m. with the Pledge of Allegiance.  Present at the meeting were William Curless, Chair; Dane Headley, Selectman and Walter Baker, Jr., Selectman; Yvonne Howard, Town Clerk/Tax Collector; Tom Schamberg, State Representative, Bruce Knox, P.E., Knox Engineering and Elly Phillips, Town Administrator.

 

APPOINTMENTS:

At 5:00 p.m. Bruce Knox, P.E., Knox Engineering, met with the Board to discuss various engineering items.  Mr. Knox viewed the library dam and indicated that although the cap has deteriorated, the dam is structurally sound.  There was a discussion regarding the Grist Mill Pedestrian Dam.  Mr. Knox discussed lateral pressures as well as bridge and traffic surcharges.  Mr. Knox indicated that he did not need to be present for the relocation of the pedestrian bridge to the highway department.  Mr. Knox agreed to provide options for repairing the wall and replacing the bridge.  Mr. Knox recommended using DOT standards for the stone and placement of geofabric.  Mr. Knox will provide a design/cost estimate with design elements and a written narrative in preparation for the 2021 Town Meeting.

 

The Board met with Yvonne Howard, newly appointed Town Clerk/Tax Collector.  Ms. Howard reported that she was enjoying the position, the challenges presented.  Ms. Howard added that every day was different, and the office was very busy.  The Board approved Ms. Howard’s recommendation for a Deputy Town Clerk/Tax Collector upon successful completion of a background check.   Ms. Howard said that she looked forward to adding some hours once the office was fully staffed and mandatory training is completed.  The Board thanked Ms. Howard for her role in the smooth transition of staffing in the Clerk’s office.

 

The public and non-public minutes from September 20, 2021, were approved as written.  The Board reviewed and approved the following manifests:

REVIEW OF MANIFESTS:

 Vendor Manifest:  $  449,922.66

Payroll Manifest:   $     13,171.61

 

BUILDING PERMITS:

The Board reviewed and approved the following building permits:

Steven & Carol St. Pierre, 07-847-318, Whiskey Pine Road, for a carport, variance attached.

Thy Tran, 02-710-415, Watkins Avenue, for a rooftop solar system.

 

YIELD TAXES:

The Board reviewed and approved the following yield taxes:

Thomas Hibbard, 03-470-314, in the amount of $3,606.54

William Phinney, 03-016-336, in the amount of $1,060.55

Robert Cloutier, 05-698-411, in the amount of $3,221.52

 

OLD BUSINESS:

The Board issued pole licenses for PSNH.

 

The Board discussed tax deeded properties and the status of the eviction process for properties that were deeded to the town in 2021.

 

NEW BUSINESS:

The Board discussed obtaining a town credit card for authorized purchases.  Selectman Headley made a motion to obtain a credit card with a credit limit of $2,000.  Selectman Baker seconded the motion.  The motion passed by a unanimous affirmative vote.  The credit card to be administered by Lorri Himes, Administrative Assistant/Bookkeeper.

 

The Board discussed creating a storage area under the stage.  Phillips was instructed to follow up.

 

Phillips shared a citizen complaint which expressed concerns regarding two highway workers being in the truck at the same time while picking up supplies.  The reason for this was that a new employee is training to obtain a CDL license and there is a requirement that a CDL licensed driver be present with the student driver.  An additional concern related to the rate of speed the town truck was traveling on I-89.  Phillips was advised that it was unlikely that the truck was speeding as the trucks in use by the highway department do not achieve high speeds.

 

REVIEW OF CORRESPONDENCE:

The Board received notification of the DOT – Public Hearing Schedule for Ten Year Plan.

 

There being no further business, the meeting was adjourned at 5:45 p.m.
