January 11, 2021 @ 4:00 p.m.

 

Due to the COVID 19/Coronavirus Pandemic and in accordance with Governor Sununu’s Emergency Order #12, pursuant to Executive Order 2020-04, this Board is authorized to meet electronically. The public has access to contemporaneously listen and participate in this meeting by telephone by calling 978-990-5000 and entering access code 112820.

 

The meeting was called to order at 4:00 p.m. by Robert Wright Jr., Chair. Present at the meeting were: Robert Wright, Jr., Chair; William I. Curless, Selectman; Dane Headley, Selectman; and Elly Phillips, Town Administrator. Attending via teleconference were Robert DeFelice, Budget Chair and Yvonne Howard, Library Trustee.

 

The public and sealed non-public minutes from January 4, 2021 were approved as written. The Board reviewed and approved the following manifests:

REVIEW OF MANIFESTS:

                Vendor Manifest: $10,678.22

Payroll Manifest:  $11,369.16

Payroll Manifest:  $ 1,065.06

Payroll Manifest: $ 1,122.03

 

BUILDING PERMITS:

The Board approved the following building permits:

Andy and Dorothy Jeffrey, Map 02-478-356, Lovett Lane, for a shed.

Leon Malan, 02-487-182, Camp Kemah Road – enclosed entryway on existing deck.

 

OLD BUSINESS:

The Board reviewed a revised draft of the Library Memorandum of Understanding (MOU) which incorporated revisions suggested by the Select Board and Town Counsel. The Board made final edits. The MOU draft will be forwarded to the Library Trustees for review.

 

The Board discussed Grist Mill bank. Mr. Blakeman has followed up with Eversource regarding relocation of the telephone pole. Selectman Curless will meet with an Eversource Representative and the Road Agent to discuss a suitable spot to relocate the pole. Selectman Curless will follow up with Mr. Blakeman regarding the engineering report and the possibility of erecting a one lane bridge. Selectman Curless will report back to the Board at their next regularly scheduled meeting.

 

The Board discussed the Grist Mill parking area. It was recommended that a warrant article be proposed for $10,000 for engineering and initial sitework.

 

NEW BUSINESS:

The Board considered a request from Joseph Bourgeois for the Town to Adopt an OHRV ordinance under RSA 215-A and provide written permission for Mr. Bourgeois to access his property over Eaton Grange Road, a Class VI Road. In order to grant this request, a public hearing will be required to adopt such an ordinance. The Board agreed to take the matter under consideration.

 

The Board executed the annual contract with Sanders Searches LLC for mortgagee searches and notices.

 

 

 

NON PUBLIC SESSION:

At 4:49 p.m. Selectman Curless made a motion to enter into Non-public session pursuant to RSA 91-A:3,II(a) personnel matters. Selectman Headley seconded the motion. The Board was polled with Selectmen Wright, Curless and Headley voting in the affirmative. Public session resumed at 4:59 p.m. Selectman Headley made a motion to seal the minutes because it was determined that divulgence of this information likely would affect adversely the reputation of any person other than a member of this Board.

 

REVIEW OF CORRESPONDENCE:

The Board noted the following items of correspondence:

Barbara and Francisco Aguilera regarding 2020 property assessment. Selectman Wright read the Aguilera’s letter into the record. The Board will issue a response to the Aguilera’s notifying them of the appeal process and that 1st issue taxes are estimated based on the previous year. The second issue tax is finalized by the DRA in the Fall.

Eversource Request to remove foliage interfering with the powerlines at Crockett Circle. The Town will grant permission.

SELECTMEN’S COMMENTS:

Selectman Wright discussed the KRSD Deliberative Session which was conducted on January 9, 2021. The deliberative session was about 45 minutes long with approximately 70 people in attendance. The deliberative session went very smoothly. Derek Lick acted as Moderator for the meeting.

 

At 5:00 p.m. Selectman Curless made a motion to recess until 6:00 p.m. Selectman Headley seconded the motion. The motion passed by a unanimous affirmative vote.6:00 p.m.

MINUTES OF PUBLIC HEARING RE: LIBRARY RAMP FUNDING-1-11-21

 

The above captioned hearing was opened @6:00 PM @the Town Hall, Sutton Mills, NH by the chair, Bob Wright. This hearing was held in person and via phone call.

 

The following was read into the record: Pursuant to RSA 33:8-a, 1, notice is hereby given that the Sutton Board of Selectmen will conduct a public hearing at the Pillsbury Memorial Hall, 93 Main Street, Sutton Mills, NH, beginning at 6:00 PM on Monday, January 11, 2021 The public may attend in person or contemporaneously listen and participate in this meeting by calling 978-990-5000 and entering access code 112820.

 

The following people were in attendance: Nancy Brook Heckel, Elizabeth Geraghty, Gail Guertin, John Mock, Wally Baker, Pete Thompson, Marcy Verizon, Samantha Gordon, Mark Peterson. Those attending by phone were: Shannon Storm, Julie Griffiths and Susan Knight.

 

The amount of the bond or note would be $130,000 and payable over a period of ten (10) years projected @2.00% or for fifteen years (15) projected@ 2.5%. These interest figures would be those prevailing at the time of town meeting, March 10, 2021.

 

There were two bids, the lesser is the one described above. The above figure represents a substantial increase (the original estimated price was $30,000). The reason for this is: required ADA compliance, required engineer’s seal, scope of work (parking area up grade, entrance into library under ADA guidelines and enclosed ramp.

 

The Sutton Board of Selectmen has the authority to select the payment method , but the approval or disapproval of the library ramp can be accomplished only at town meeting on Wednesday, March 10th 2021. For any bond issue, there must be 2/3ds favorable vote for this project to be approved.

 

The engineering plans for this project are at the Sutton Town Hall, the Sutton Town Library or can be accessed on line. While this is a access and egress ramp for library patrons, this is considered to be a town of Sutton project as the Town of Sutton owns the library building itself.
