October 16, 2023 | Hilary Grimes TOWN OF SUTTON Pillsbury Memorial Town Hall 93 Main Street Sutton Mills, NH 03221 Select Board Minutes October 16, 2023, 5:00pm Chair Headley opened the meeting at 5:00pm with the Pledge of Allegiance. Present at the meeting were: Walter Baker Jr., Selectman, Michael McManus, Selectman, Glenn Pogust, Chair of the Planning Board, Peter Stanley, Land Use Coordinator, Matthew Grimes, Building Inspector, Lorri Himes, Executive Bookkeeper, Deigo Solimine, Superintendent Transfer Station, Andy Jeffery, Mark Avery, Helen Bolduc, Charles Bolduc, Alan Hansen, Susan Klausen, Bonnie Hill, Christopher Turgeon, NH DOT District 2 Engineer, Marc & Cheryl Hebert, and David Grinsell, Town Administrator. APPOINTMENTS: At 5:01pm Selectman McManus made a motion to enter into a nonpublic session RSA 91-A;3, II (a). The motion was seconded by Selectman Baker and passed unanimously. At 5:26pm Selectman Baker made a motion to leave the nonpublic session and enter back into a public session. The motion was seconded by Selectman McManus and the motion passed unanimously. At 5:30pm a public meeting began with Chrisopher Turgeon, NH DOT providing an overview of the proposed reduced salt zone on Route 114 by Blaisdell Lake. At the end presentation, Chair Headley asked the public if there was any opposition to the plan, all were in favor. CONSENT AGENDA: MINUTES: Selectman Baker made a motion to approve the October 9, 2023, public and nonpublic minutes and Selectman McManus seconded the motion that passed unanimously. MANIFESTS: The Board reviewed and approved the following manifests: Payroll: $15,209.22 Vendor: $54,786.84 BUILDING PERMITS: The Board reviewed and approved the following building permits: D Weaver 02-184-516 174, 174 Barker Road, Prefab Chicken Coop $900 S Chervincky 05-402-496, 115 Mastin Road, Remove existing and install new Porch $15,000 J Haynes 02-433-477, 69 Johnson Hill Road, Power for future hot tub on existing deck R Vincent 09-891-150, 1743 Rte. 114 Road, Finish portion of basement, new pellet stove $30,000 YIELD TAXES: The Board reviewed and approved the following yield tax permits: Greatwoods LLC 03-329-058 Eaton Grange Road 20 Cords A Valmarana, POA, 07-080-513, Baker Road, 50 Cords – Tax paid. NEW BUSINESS: The Board reviewed and signed a Notice of Violation for property located on Barker Road. The Board instructed TA Grinsell to prepare a letter notifying residents of Old Corporation Hill Road that the road is a Class V public road which the public is free to use. The Board reviewed and signed a Notice of Violation for property located on Roby Road. The Board was notified of a Building Enforcement Issue on property located on Route 114. A wage and benefits analysis for Town employees was presented to the Board for review. The Board instructed TA Grinsell to expand the analysis for use in preparing 2024 budgets. The Board authorization the purchase of a Town laptop for the for the Budget Chair. Chair Headley will provide the Board with a copy of Bank Construction Progress Form to review as a potential tool to be used by the Town Building Inspector. OLD BUSINESS: The Board requested TA Grinsell to contact town counsel and schedule a meeting with Peter Stanley, Land Use Coordinator to proceed with assessing property, obtaining building permits, and remedying zoning violations for property located at Map/Lot 07-794-090. The Board requested TA Grinsell to contact Ken Rowe to potentially assist in reparation of the Grist Mill parking Lot. TA Grinsell was instructed to contact Michie Concrete for payment terms and a delivery date for the Keyser Street box culvert. The Board reviewed and approved the final version of a Town Use of Facilities Request Form. Residence of Rowell Hill Road Map/Lot 09-975-565 expressed concern to the Board regarding planned road work within the Town’s right of way to address a drainage Issue. The Board was notified that the Trustees of the Trust Funds reimbursed the Town General Account from Expendable Capital Reserves. The Board reviewed a revised TA Job Advertisement and instructed that the position be advertise and included on the Town website. REVIEW OF CORRESPONDENCE: The Board reviewed a complaint from the Society for Protection of Trees regarding an abutter’s concrete pad that potentially does not comply with the Town Zoning Ordinance. The Board was informed that the Town has received notification from Merrimack County for the tax apportionment of $789,643 due 12/18/23. PUBLIC INPUT: SELECTMEN’S COMMENTS: Selectman McManus and Selectman Baker proposed contacting a contractor to build and install shelving in the Town Hall Basement to create storage to organize maps and land records. Chairman Headley recommended transferring/converting existing Town records to an electronic medium. Selectman Baker proposed and the Board approved, measuring the crown of the road on Rowell Hill to confirm the road is graded correctly. Chair Headley discussed having the police department purchase video cameras for Town purposes and requested that the Board discuss the electronic speeding sign at their next Board meeting.
