Select Board Minutes

November 20, 2023

 

PLEDGE OF ALLEGIANCE:

Chair Headley opened the meeting at 5:00pm with the Pledge of Allegiance. Present at the meeting were: Dane Headley, Select Board Chair, Michael McManus, Wally Baker, Selectman; Thomas Schamberg, State Representative; and Gloria McKinnon with Kathy Sweet.

 

APPOINTMENTS:

At approximately 6:00pm, the Board met with Gloria McKinnon who lodged a complaint regarding a resident who utilizes a portion of Old Corporation Hill Road that travels over her property to walk dogs. Accompanied by a neighbor, Kathy Sweet, the two dogs involved are reportedly on very long leashes, long enough so the animals can and do access her property off both sides of the roadway, and in so doing, cause damage to flower beds and other manicured areas of her land. While she has asked the dog walker to amend her routine, the dog walker has reportedly ignored the requests, and Ms. McKinnon is now asking the Board if there is something it could do to intervene. After the Board speculated on some possible actions it might take, it told the two women that it would look into the matter and be in touch with her by phone. They thanked the Board and their meeting ended.

 

 

CONSENT AGENDA:

 

MINUTES:

Chair Headley made a motion to accept the public meeting minutes of 11/13/23 and Selectman McManus seconded the motion. The motion passed unanimously.

 

MANIFESTS:

The Board reviewed and approved the following manifests:

Payroll: $17,325.51

Vendor: $33,173.17

 

BUILDING PERMITS:

The Board reviewed and approved the following building permits:

  • A. Hurst – 06-341-143 Storage container – Highway Facility, 3 Village Rd. (also in New Business)
  • M. Veners – 06-521-288 Electric service upgrade and relocation, 55 Chalk Pond Rd.

 

INTENTS TO CUT:

The Board reviewed and approved the following intent to cut subject to review of the application by Anita Blakeman and access approval by the Road Agent:

  • M. Vickery – 03-983-475 – 50 acres out of 67.2 off Eaton Grange Rd.

NEW BUSINESS:

  • The Board approved the request of the Highway Department to purchase a new storage container
  • The Board decided to schedule its own hearings of the 2024 Budget requests from Departments not meeting jointly with the Board and the Budget Committee
  • The Board decided to explore the winterization and security enhancement of the Town Hall door

 

OLD BUSINESS:

The Board signed the Notification of the violation of local and state regulations

Remaining Old Business items scheduled were deferred until the return of the Town Administrator on 11/27/23
