Select Board

December 21, 2020 @ 4:00 p.m.

 

 

 

The meeting was called to order by Robert Wright Jr., Chair. Present at the meeting were Robert Wright, Jr., Chair; William I. Curless, Selectman; Dane Headley, Selectman; Diego Solimine, Solid Waste Supervisor; and Elly Phillips, Town Administrator.

 

Selectman Wright read the following announcement into the record: Due to the COVID 19/Coronavirus Pandemic and in accordance with Governor Sununu’s Emergency Order #12, pursuant to Executive Order 2020-04, this Board is authorized to meet electronically. The public has access to contemporaneously listen and participate in this meeting by telephone by calling 978-990-5000 and entering access code 112820.

 

The minutes from December 14, 2020 were approved as written. The Board reviewed and approved the following manifests:

REVIEW OF MANIFESTS:

PAYROLL MANIFEST:      $13,059.84

VENDOR MANIFEST:       $13,245.27

BUILDING PERMITS:

The Board approved a building permit for David Burnham, Map 06-208-196, Route 114 for a roof mounted solar PV array.

 

APPOINTMENTS:

At 4:30 p.m. Selectman Curless made a motion to enter into Non-public Session under RSA 91-A:3, II (a) personnel. The Board was polled with Selectmen Wright, Curless, and Headley voting in the affirmative. Public session reconvened at 4:49 p.m.. The minutes from the non-public session were not sealed. The Board discussed benefits administration for solid waste facility employees.

 

OLD BUSINESS:

Action was deferred on the Library MOU pending further response from Counsel.

 

Phillips reported that she had spoken with the assessors regarding wetlands on Map 04-212-391. The assessors have agreed to take that under consideration for assessment. The abutters Gunnerson and Lewis have been advised that the Select Board and Conservation Commission have no objection to the sale of the property, and they will make an offer to the Town. Final approval of the sale would be a vote at the Annual Meeting.

 

The Board reviewed a handout provided by Chief Korbet comparing Annual Sick Leave accruals by various towns. Selectman Curless made a motion to allow the accrual of 14 days sick leave for 2021, but with no payout for sick leave upon separation. The motion passed by a unanimous affirmative vote. The Board will visit the matter after the 2021 annual meeting.

 

Action was deferred on the Tax Collector’s Comparative Report of Collections.

 

The Board received a report from Bruce Knox, PE, PMP regarding retaining wall structural failure on Grist Mill Street. Selectman Curless discussed the history of the Grist Mill bridge, and the rationale for it becoming a pedestrian bridge. At the time the Board made that decision, the fire department expressed some safety concerns but okayed the plan. Selectman Curless indicated that the Town may want to consider replacing the pedestrian bridge with a pre-cast walkway and one-way bridge as a long term solution.   The Board felt that it was worth exploring the cost.   The Board will review the engineering report in-depth and develop a list of questions for Mr. Knox. Mr. Blakeman will review the questions. The Board will arrange to have either a conference call or Zoom meeting with Mr. Knox. Mr. Blakeman is following up with Eversource regarding the telephone pole on behalf of the town.

 

NEW BUSINESS:

The Board issued correspondence to Dennis Swords regarding the statistical revaluation.
