February 1, 2021 @ 4:00 p.m.

 

 

The meeting was called to order at 4:00 p.m. by Robert Wright Jr., Chair. Present at the meeting were Robert Wright, Jr., Chair; William I. Curless, Selectman; Dane Headley, Selectman and Elly Phillips, Town Administrator. Present through teleconference were Susan Lewis and Steve Gunnerson. Selectman Wright read the following announcement into the record: Due to the COVID 19/Coronavirus Pandemic and in accordance with Governor Sununu’s Emergency Order #12, pursuant to Executive Order 2020-04, this Board is authorized to meet electronically. The public has access to contemporaneously listen and participate in this meeting by telephone by calling 978-990-5000 and entering access code 112820.

 

The minutes from January 25, 2021 were approved as written. The Board reviewed and approved the following manifests:

Vendor Manifest: $56,965.96

Payroll Manifest:  $12,171.81

 

BUILDING PERMITS:

A building permit for Chillin Associates, LLC, Map 09-035-032, Kearsarge Valley Road for a house was approved with the following condition: sprinkler system required per subdivision.

 

OLD BUSINESS:

The Board reviewed an offer to Purchase of Map 04-212-391 (tax deeded property) from Stephen Gunnerson and Susan Lewis, abutters to the property, for consideration at the 2021 Annual Meeting in the amount of $5,371.58. The Conservation Commission was interested in the property but had approved the proposed sale based on the fact that Mr. Gunnerson and Ms. Lewis, were also interested in conserving the property. The property is comprised of wetlands and has been determined to be unbuildable. The assessors have revised the assessment accordingly. The assessed value of the property is $4,100.00. The process for conveying the property was discussed. The sale will require town meeting approval. Selectman Curless made a motion to place an article on the Warrant to see if the Town will vote to convey the property to Mr. Gunnerson and Ms. Lewis for $5,372.00. Selectman Headley seconded the motion. The motion passed by a unanimous affirmative vote.

 

NEW BUSINESS:

The Board issued an Abatement for Huntoon Beach, interests and costs for Tax Lien Error in the amount of $877.27 plus interest accrued.

 

The Board discussed Town Meeting proceedings. Selectman Curless will be meeting at the high school with Derek Lick, Moderator, representatives from the District and John DeGange, sound and audio technician on Thursday, February 4, 2021. The logistics for the meeting will be planned at that time. Selectman Curless will provide an update at the next regularly scheduled meeting. The Board was provided with a draft warrant for review.

 

REVIEW OF CORRESPONDENCE:

 

SELECTMEN’S COMMENTS:

Selectman Curless discussed the proposed engine repairs on the highway truck. Selectman Curless recommended going forward with the repairs which are estimated at $12,000. A full crew and all trucks are required to service the Town. The truck will be back in service within two weeks. There will be an article on the 2021 warrant to replace the truck which was originally slated for replacement in 2020.

 

Selectman Headley reported that the town has received a 3-week extension to dig test pits and perform an inspection at the cemetery land. Blakeman Engineering has agreed to look at the test pits.

 

Selectman Wright reported on the KRSD meeting.
