Select Board

March 27, 2023 @ 5:00 p.m.

 

Dane Headley opened the meeting at 5:00  p.m. with the Pledge of Allegiance.  Present at the meeting were:  Dane Headley, Chair; Walter Baker, Jr., Selectman; Michael McManus, Selectman; Elly Phillips, outgoing Town Administrator and David Grinsell, Town Administrator.

 

Selectman McManus moved to approve the public minutes from March 2, 2023 and March 23, 2023 as corrected, March 20, 2023 as written, and the 2023 non-public minutes from March 6, 13, and 23 as written.  Selectman Baker seconded the motion.  The motion passed by a unanimous affirmative vote.

 

CONSENT AGENDA:

REVIEW OF MANIFESTS:

The Board reviewed and approved the following manifests:

Vendor Manifest:  $264,818.26

Payroll Manifest:   $ 16,800.86

BUILDING PERMITS:

The Board reviewed and approved the following building permits:

Margaret B. Vickery, 03-983-475, Pound Road, for interior renovations.

Victoria Ann Powell, 10-715-391, Stonehouse Road, for a home with attached garage.

 

INTENT TO CUTS:

The Board reviewed and approved the following intent to cuts:

Alan and Teri Gaunt, 04-194-527 and 06-311-022, for 55 acres out of 89

Greatwoods LLC, 01-338-510 and 3-406-095, for 50 acres out of 238.1

 

APPOINTMENTS:

The Board issued the following appointments:

Planning Board:                                Charles Bolduc for a term until 2026

Vacant for a term until 2026

Pete Blakeman, Alternate for a term until 2025

ZBA/BCBA:                                          Zachary Brock, for a term until 2026

Melissa Ballinger, for a term until 2026

 

Conservation Commission:          Charles Bolduc for a term until 2026

Henry Howell for a term until 2026

Barbara Hoffman for a term until 2026

OLD BUSINESS:

The Board issued a letter to the DES regarding the status of the septage lagoons.

 

NEW BUSINESS:

The Board executed the “Management Discussion And Analysis” document in conjunction with the 2022 Annual Audit.

 

The Board issued an offer of employment letter to David Grinsell to act in the capacity of Town Administrator.  Mr. Grinsell accepted the offer.  The Board discussed his introduction to Town Department Heads, staff, boards and committees of Sutton. It was agreed to invite Department Heads from Fire, Police and Rescue, Solid Waste and Highway to a Select Board Meeting for a formal introduction.  Mr. Grinsell also expressed an interest in visiting department staff at their respective facilities, and with regards to Boards and Committees, by attending one of their regularly scheduled meetings.  As the Budget Committee is currently on hiatus, their chairs will be invited to a Select Board Meeting for a formal introduction as well.

 

SELECTMEN’S COMMENTS:

The Board discussed warrant articles for the annual meeting.

 

Selectman McManus discussed necessary repairs to the Pillsbury Memorial Hall and Old Store Museum.  The Board discussed paint peeling in the Pillsbury Memorial Hall and the possibility of strapping or framing the ceiling and installing sheetrock and new lighting.

 

There being no further business, the meeting was adjourned at 6:05 p.m.
