May 16, 2022 @ 5:00 p.m.

 

Dane Headley, Selectman, opened the meeting at 5:00 p.m. with the Pledge of Allegiance.  Present at the meeting were:  Dane Headley, Chair; Michael McManus, Selectman; Wally Baker, Jr., Selectman; and Elly Phillips, Town Administrator.

 

Selectman McManus made a motion to approve the May 9, 2022, as written.  Selectman Baker seconded the motion.  The motion passed by a unanimous affirmative vote.

 

 

The Board reviewed an approved the  following manifests:

Vendor Manifest:             $  27,325.83

Payroll Manifest:              $  13,254.27

 

 BUILDING PERMITS:

The Board reviewed and approved the following building permits:

Jeffrey & Susan Post, 09-864-413, Rte 114 for a garage

Christopher Clark and Claudia Lajam, 04-121-412, renovate bath, add window, and other interior renovations.

Crispin & Chhristine Fletcher, 01-859-251, Roby Road, for a garage.

Bruce Androphy, 05-898-463, Gile Pond Road, electrical upgrade.

Gert Moberg, 09-878-456, Tillinghast Road, remove deck, replace and enlarge deck.

 

EXEMPTIONS:

The Board approved a Solar Exemption for Alan and Teri Gaunt, 06-311-012, Route 114, for $12,600

 

YIELD TAX:

The Board approved a yield tax for Stephanie Rossman, Map 01-898-531, in the amount of $5,458.54.

 

OLD BUSINESS:

The Board reviewed the April Expenditure Report.

 

The Board reviewed the Municipal Parking Lot Project – Draft Bid Document.  Selectman Headley agreed to contact Mr. Vignale to discuss lighting considerations.

 

The Board received results of the residential wells that were tested for PFAS at the direction of the Department of Environmental Services.  The wells tested negative for PFAS.  The cost for the testing services and testing will be allocated to ARPA funds.  Phillips will follow up with Mr. Solimine regarding testing services.  The DES is coordinating testing of the septage lagoons with Mr. Solimine.

 

Selectman Headley will update the Code of Conduct and the Board will review the document at there next regularly scheduled meeting.  Selectman Headley is also working on conduct guidelines for the public.

The Board considered the formation of a Building and Grounds Committee as well as the possibility of creating a part-time position for building and grounds.  The Board will schedule a meeting with Mathew Grimes, Building Inspector, to review his recommendations.

 

Selectman Baker reported on the status of the Stotler property.  The notice to vacate will be served on May 17, 2022.

 

NEW BUSINESS:

The Board approved the Forestry Equipment Agreement with the State of New Hampshire.

The Board approved reappointment of the Fire Warden and Deputies.

The Board agreed to schedule meetings with Department Heads for updates.  The Board also discussed the 2022 paving schedule and Corporation Hill engineering repairs.

 

REVIEW OF CORRESPONDENCE:

The Board noted correspondence from Linda Parker regarding Peacock Hill subdivision and Code of Conduct.

 

There being no further business, the meeting was adjourned at 6:00 p.m.
