May 23, 2022 @ 5:00 p.m.

 

 

Dane Headley, Selectman, opened the meeting at 5:00 p.m. with the Pledge of Allegiance.  Present at the meeting were:  Dane Headley, Chair; Michael McManus, Selectman; Wally Baker, Jr., Selectman; Matthew Grimes, Building Inspector, and Elly Phillips, Town Administrator.

 

 

APPOINTMENTS:

Matt Grimes, Building Inspector to discuss the overall condition of town facilities in order to determine maintenance schedules/priorities and budget items.  Mr. Grimes agreed to work with Mark Peterson to perform a building inventory to prioritize necessary maintenance items.  Phillips will follow up with Mr. Peterson and Department Heads to provide preliminary maintenance assessments.  Selectman Headley will follow up with a recommendation for slate roof repairs.  Selectman Headley thanked Mr. Grimes for agreeing to assist with this project.

 

Selectman McManus moved to accept the minutes from May 16, 2022, as written.  Selectman Baker seconded the motion.  The motion passed by a unanimous affirmative vote.  The Board reviewed and approved the following manifests:

Vendor Manifest:             $  171,985.35

Payroll Manifest:              $    14,339.97

 

BUILDING PERMITS:

The Board reviewed and approved the following building permits:

Laylo Enterprises, Map 04-072-018, for roof over storage container slab, after-the-fact building permit application, subject to removal of non-compliant deck which does not meet setback requirements.

Eugene & Erica Cote, Map 04-643-456, Newbury Road, wood stove and chimney.

Fred and Kate Ryan, Map 10-156-434, Hominy Pot Road, for a domicile.

 

EXEMPTIONS:

The Board approved a solar exemption in the amount of $12,470 for the MBS Tribute Trust of 2015, Map 04-666-462.

 

OLD BUSINESS:

Selectman Headley provided a progress update on the Code of Conduct Police for Elected and Appointed Officials.  Selectman Headley consolidated the section on Conduct in Relation to Town Staff and/or Town Employees.  Selectman Headley will add a section regarding conduct in open meetings.  The done for next week.

The Board discussed the Grist Mill Parking Area bid documents.  The Board suggested the following additions:

Completion date – The Board felt that sixty days from date of acceptance (weather permitting)

Specify work hours during school years not to interfere with student transportation

Lighting – 16’ shielded ornamental LED/photocell lighting (as recommended)

Fencing – Bid separately/or remove from bid

 

Selectman Baker provided an update regarding service of the notice to vacate for 01-467-067, formerly known as the Stotler property.  The Town will coordinate cleanup as soon as possible.  Selectman McManus will follow up with contractor recommendations.

 

NEW BUSINESS:

The Board agreed to conduct their next Select Board meeting on Tuesday, May 31, 2022, at 5:00 p.m.

The Board discussed removal of a tree stump on the Soldier’s Monument property.  Phillips to follow up.

SELECTMEN’S COMMENTS:

Selectman Headley discussed damage by the snowplow to a stone wall on Keyser Street.  Phillips to follow up with the Highway Department.  Selectman Baker will follow up with the property owner.

 

Selectman McManus discussed budgetary items and expressed concern regarding the cost of NH retirement. Selectman McManus discussed the Capital Reserve Program and identified areas where he felt there may be redundancies.

NON PUBLIC SESSION:

At 6:21 p.m. Selectman McManus made a motion to enter into nonpublic session under RSA 91-A:3,II(b) The hiring of any person as a public employee.  Selectman Baker seconded the motion.  The Board was polled with Selectman Headley, Selectman Baker, and Selectman McManus voting in the affirmative.  Public session resumed at 6:25 p.m.  The minutes were not sealed.

 

There being no further business, the meeting was adjourned at 6:27 p.m.
