July 7, 2021 @ 4:30 p.m.

 

Selectman William I. Curless, Chair, opened the meeting at 4:30 p.m. with the Pledge of Allegiance.  Present at the meeting were William Curless, Chair; Dane Headley, Selectman; Walter Baker, Jr., Selectman; and Elly Phillips, Town Administrator.

 

The minutes from June 28, 2021 were approved as written.  The Board reviewed and approved the following manifests:

                Vendor Manifest:   $842,928.20

Payroll Manifest:    $  10,917.74

 

BUILDING PERMITS:

The Board approved a building permit for Barbara Hoffman, 01-130-128, East Sutton Road, for foundation repair.

 

OLD BUSINESS:

The Board executed a Municipal Solid Waste Agreement with the City of Lebanon opting not to allow residents to obtain individual paperwork.

The Board reviewed the motion to reopen/clarification for the Stotler Property.

The Board issued a Notice of Violations to Rexford/Sykes, Mastin Road, Map: 05-420-452.

Selectman Curless discussed the issuance of new dump stickers and emphasized that stickers should be issued annually along with motor vehicle registrations.  A public hearing will be scheduled to review fees.

 

NEW BUSINESS:

The Board received copies of the June 2021 Expenditure Reports for review at next the next regularly scheduled meeting.

 

The Board approved the recommendations of the assessors for the following 2020 property tax appeals:

The Board denied an appeal for 2020 property taxes from Susan Oliveri, Map 07-965-454 on the following basis:  Good cause not shown.  The taxpayer felt that the assessed value was unfair.  The NH property tax structure is based off market value, so all properties do not adjust by the same amount when a revaluation is performed.  Waterfront properties and certain neighborhoods showed higher market values than other Sutton sales over the past couple of years.

 

The Board issued an abatement on 2021 property taxes for Mark Loehr in the amount of 3,817.00.  The cause of the abatement was tax map update not assessed on first issue tax billing.

 

The Board issued an abatement on 2021 property taxes for Jack Noon in the amount of $254.00.  The cause of the abatement was tax map update not assessed on first issue billing.

 

OHRV Permit to Access an Owner’s Property:

The Board issued the following OHRV permits to be placed on file in the Town Clerk’s Office:

Permit 2021-01:  Joseph Bourgeois

Permit 2021-02:  Claudine Bourgeois

Permit 2021-03:  Savannah Bourgeois.

 

REVIEW OF CORRESPONDENCE:

The Board noted the follow item of correspondence:

NH DOT Dredge and Fill Permit

NH DOT notice of a public information meeting on July 12 at 4:30 p.m. to discuss planned bridge deck replacement of the bridges carrying 1-89 NB and SB over NH Route 114. This project will include the overnight closure of NH 114 for up to 14 nights per bridge.

 

SELECTMEN’S COMMENTS:

Selectman Curless performed a site visit to the Meetinghouse and reported on his observations.

The Board discussed the need for town building assessments, and the need for the Town to create a position for facilities maintenance. The position might also be responsible for verifying setbacks and code enforcement as well.

Selectman Headley asked that the purchasing policy be put back on the agenda.   The Board ask the TA to follow up on  obtaining a credit card for online purchases etc.
