August 27, 2018 @ 4:00 p.m.

 

 

The meeting was called to order at 4:00 p.m.  Present at the meeting was William I. Curless, Chair; Dane Headley, Selectman; Robert Wright, Jr. Selectman; Robert DeFelice, Budget Committee, Chair; Gail Guertin, Budget Committee Member; and Elly Phillips, Town Administrator.

 

The minutes from August 20, 2018 public and non-public were approved as written.  The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:   $10,303.80

VENDOR MANIFEST:     $68,299.78

 

BUILDING PERMIT:

The Board approved the following building permits:

Emily Henninger, Map 04-280-397, Route 114, for replacement windows.

Debra Tarr/Richard Case, Map 02-516-285, Gural Road, for a garage – subject to wetlands setback compliance.

 

INTENT TO CUT:

The Board  approved the following intent to cuts:

Timothy Sliter, Map 10-505-340, Summit Road

Robert Cloutier, Map 05-698-411, Shadow Hill Road, 10 acres out of 50

 

NEW BUSINESS:

The Board approved the requested vacation schedule for the Town Administrator.

 

In response to a request from Steve Enroth on behalf of the Kezar Lake Protective Association (KLPA) to erect signage alerting drivers that they are entering into the watershed area, Selectman Wright made a motion to grant permission for the signs to be placed on Hominy Pot Road and Rowell Hill Road.  Selectman Headley seconded the motion.  The motion passed by a vote of 3-0.  The Board noted that for the third location requested, Summit Road, a separate permission would be required from the KR Association as Summit Road is a private road.

 

OLD BUSINESS:

Selectman Curless provided a status report regarding the Fire Department Addition.  Selectman Curless advised that no asphalt shingles were on the roof.  Asbestos testing is pending.  Phillips will follow up with the contractor.   Structural engineering is moving ahead.   The estimated cost for analysis of the truss system is $5,000-10,000.  The Board observed that this step is necessary to determine whether or not construction can proceed with the existing truss system.  This contingency would be available if the truss system can be augmented to meet current NH snow load standards.  The Board reviewed a Construction Management Services Fee Proposal and Qualifications Statement for the Sutton Fire Station Addition and Renovation.  Selectman Wright made a motion that the Select Board accept the fee proposal as submitted by North Branch and that Selectman Curless execute the proposal on behalf of the Board.  Selectman Headley seconded the motion.  The motion passed by a vote of 2-0 with Selectman Curless abstaining from the vote.  Selectman Curless executed the proposal for the Town.  The Board also discussed a timetable for the project and public information sessions.  Selectman Wright stressed the importance of communication with the fire department membership and their continued support of the project.

There being no further business, the meeting was adjourned at 5:07 p.m.
