March 13, 2017 | Town Admin TOWN OF SUTTON Pillsbury Memorial Town Hall 93 Main Street Sutton Mills, NH 03221 Board of Selectman Meeting Minutes of March 13, 2017 The meeting was called to order at 4:00 p.m. by Walter Baker, Jr., Chair. Present at the meeting was Walter Baker, Jr., Chair; Robert Wright, Jr., Selectman; William I. Curless, Selectman; Linda Ford, Certified Town Clerk/Tax Collector; Gregory Gill, Moderator; Derek Lick, Deputy Moderator, Elly Phillips, Recording Secretary; Ed Canane, Land Use Coordinator, and Tom Schamberg. APPOINTMENTS: Greg Gill, Moderator, met with the Board to advise them that from his conversation with State agencies (AG and SOS) the elections need to be held as scheduled despite the anticipated weather event. Moderator Gill recommended that the Town hold the election on the scheduled date, but open the polls an hour early. Selectman Baker said that we’ll get the word out about the early opening as soon as possible and asked about absentee voting. Moderator Gill explained the rules for absentee ballots, but added that absentee ballots would have to be submitted prior to the polls closing at the regular time. Selectman Curless asked if people campaigning could come into the portico or if they would have to stand outside near the street. Moderator Gill said campaigning would be as usual. Moderator Gill asked for input on the decision to open the polls on Tuesday, March 14 at 7:00 a.m. Selectman Wright indicated that this was the moderator’s decision. Selectman Wright moved to agree to the Moderator’s decision to open the polls at 7:00 a.m. on 3/14. Selectman Curless seconded the motion. Noticing was discussed – the early opening will be posted on the police department’s Facebook page, the Town’s website and on WMUR. Derek Lick, Deputy Moderator and Moderator-Elect, was also present for the discussion. Tom Schamberg asked whether Sutton would release their school vote, since Wilmot was delaying their election. Ms. Ford will follow up. The Board and Moderator Gill discussed the Warrant and assignment of articles as well as recognitions at Annual Meeting and the rules of the meeting. Linda Ford, Town Clerk/Tax Collector to discuss her recommendation for an abatement of interest for Maps 08-202-269 and ($8.79) and 08-193-276 ($88.22) The Taxpayer had several questions regarding billing and assessment information and felt that perhaps they were being double billed. Ms. Phillips and Ms. Ford advised that the property owners were tenants in common with 50% interest which is why they received two property bills and that their questions regarding assessment of their two lots required further review. The property owner has requested that the two lots be assessed as one as described on their deed. Upon consideration, the Board granted the abatements of interest and will address assessing questions and requests with the property owner. The minutes from March 06, 2017 and March 8, 2017 were approved as written. The Board reviewed and approved the following manifests: PAYROLL MANIFEST: $ 9,797.67 VENDOR MANIFEST: $15,406.02 BUILDING PERMITS: A building permit was approved for Keith Blake, Map 06-091-285, Music Hill Road, for a Green House. NEW BUSINESS: The Board approved veteran’s exemptions for Brenda and Raymond Cabral, Map 01-965-450 and Jason Flack, Map 10-224-044. The Board issued appointments to the Conservation Commission as follows: Henry Howell, Conservation Commission Member for a term until March 2020 Jane Williamson, Conservation Commission Member for a term until March 2020 Chuck Bolduc, Conservation Commission Member for a term until March 2020 Deborah Lang, Alternate Conservation commission Member for a term until March 2019 Barbara Hoffman, Alternated Conservation Commission Member for a term until March 2018 Selectman Wright executed the Perambulation documents for Warner and Sutton. The signatures of the other perambulators will be added. OLD BUSINESS: The Board issued correspondence to New London Bridge Christian Fellowship advising of a corrected assessment pertaining to change in use and requesting additional documentation. SELECTMEN’S COMMENTS: Selectman Baker reported on the logging operation that is being conducted at the Country Club of NH. Bud Nelson spoke with the Conservation Commission as spokesperson for the logging operation. This year’s logging will be completed within a month or so. Selectman Baker noted the golf course owns approximately 1400 acres. Currently they are cutting 266 acres. The Country Club will be completing their timber harvest over the next five years. The club is doing a selective cut. Selectman Baker expressed concerns regarding access on a Class VI portion of Cotton Road noting that the road will need to be restored after cutting.
