Board of Selectman
Meeting Minutes of March 27, 2017

The meeting was called to order at 4:00 p.m. by Robert Wright, Jr., Chair. Present at the meeting was Robert Wright, Jr., Chair; William I. Curless, Selectman, Walter Baker, Selectman, and Elly Phillips, Town Administrator.

 

APPOINTMENTS:

At 4:31 p.m. Selectman Baker made a motion to enter into non-public session under Non Public RSA 91-A:3, II(c)  Matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of this board, unless such person requests an open meeting.  This exemption shall extend to include any application for assistance or tax abatement or waiver of a fee, fine or other levy, if based on inability to pay or poverty of the applicant. Selectmen Curless seconded the motion.  The Board was polled:  Selectman Wright, yes; Selectman Curless, yes; Selectman Baker, yes.  The Board adjourned from non-public session at 5:01 p.m.  Selectman Baker made a motion to seal the minutes because it was determined that divulgence of this information likely would affect adversely the reputation of any person other than a member of this Board.  Selectman Curless seconded the motion which passed by a unanimous affirmative vote.

 

The minutes from March 20, 2017 were approved as written. The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:   $  12,155.87

VENDOR MANIFEST:   $253,549.73

 

EXEMPTIONS/CREDITS:

The Board issued an elderly exemption for:

Norma and Arlo Burns, Map 09-914-019

 

The Board issued All Veterans Tax Credits for: Albert Donati: 09-188-443; Ed Canane:  07-080-513: and Roger Hill, Map 05-789-422

 

The Board issued a Solar Optional Exemption for Roger Hill, Map 05-789-422

 

RECOGNITION:

The Board executed certificates of recognition for valuable service to the Town of Sutton:

John Silverberg, Budget Committee Member – 2005-2017

Richard Benson, Budget Committee Member – 2008-2007

 

APPOINTMENTS:

The Board issued the following appointment forms:

Harold Rowe, Jr., Cemetery Commission, for a term until March 2020 (elected by write-in vote)

Julia Jones, Budget Committee, for a term until March 2018 (elected by write-in vote)

Beth Renzulli, Trustee of the Trust Funds, March 2020

Tod Ritacco, Zoning Board of Adjustment, March 2019

Dane Headley, Zoning Board of Adjustment, March 2020

Joe Eisenberg, Alternate Zoning Board of Adjustment, March 2020

 

NEW BUSINESS:

The Board approved an A-10 Application for Current Use – Reclassification, for Edward Canane for property located at 09-310-420

The Board issued form A-10 Application for Current Use – Classification Update and Current Use Maps for New London Bridge Christian Fellowship for the following properties: Map 06-570-420, 06-667-431, 06-698-429, 06-714-427, 06-733-421.  New London Bridge Christian Fellowship will continue to follow up with the permitting process.

The Board issued Yield Taxes in the amount of $3933.57

The Board authorized the following purchase orders:

Selectmen’s Office – Staples – printer 299.99

Building and Grounds – Vacuum Cleaner $85.19

The Board discussed a request for Health Insurance coverage from a part-time employee. The Health Trust requires a minimum of 15 regular hours a week for pro-rated insurance.  The Town does not offer insurance (at the official’s full expense) to elected officials.  The employee will be so advised.

 

OLD BUSINESS:

The Board discussed repair of the Millswood cemetery fence and gate. The Board will seek recommendations from the cemetery trustees regarding implementation of the necessary repairs.

 

REVIEW OF CORRESPONDENCE:

The Board reviewed correspondence from the Town of Bradford regarding Collective Cost Reductions/Regional Approach and will meet with the Bradford Select Board to review in further detail.

SELECTMEN’S COMMENTS:

Selectman Wright gave a general overview of solar credits available. Selectman Curless felt that it would be worthwhile to look into municipal applications for solar power.   The Board requested that the matter be referred to the Land Use Coordinator for research.

 

There being no further business, the meeting was adjourned at 5:08 p.m.
