May 6, 2019 @ 4:00 p.m.

 

The meeting was called to order at 4:00 p.m. by Dane Headley, Chair.  Present at the meeting were:  Dane Headley, Chair; Robert Wright, Jr., Selectman; Robert DeFelice, Budget Chair; and Elly Phillips, Town Administrator.

 

The public minutes from April 29, 2019 were approved as amended.  The non-public and non-public minutes were approved as written.

 

The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:  $   10,872.70

VENDOR MANIFEST:    $ 35,558.93

 

BUILDING PERMITS:

The Board reviewed and approved the following building permits:

JPC Investments LLC, Map 09-284-277, Morgan Lane, Interior Renovations

Wade and Debra Walker, Map 01-092-132, Eaton Grange Road, Interior Renovations

Brenda Poirier, Map 08-254-388, Penacook Road, Raze and Replace subject to verification by the Town of the existing building footprint prior to demolition and construction.

 

INTENT TO CUT:

The Board approved an intent to cut for Leonard Caron, Map 09-040-226, for 25 acres out of 150

 

NEW BUSINESS:

The Board issued an Excavation Tax:  Mark West, Map 09-437-245

The Board noted receipt of monthly Budget Reports for April 2019.

The Board issued a cemetery deed for Heather and Timothy Hayes for the North Sutton Cemetery, Block A-2.

 

LAND USE CHANGE TAX:

The Board issued Land Use Change Taxes for:

John Rogers, Map 01-578-478, Birch Hill Road 4.38 acres in the amount of $5,350 .

John Rogers, Map 01-579-465, Birch Hill Road, 2.67 acres in the amount of $4,667.

 

OLD BUSINESS:

The Board received packets regarding sale of Tax Deeded property.  The Board will seek input from the Planning Board and Conservation Commission prior to determining the method of sale.

 

Selectman Curless reported on a site visit to Rowell Hill Road on April 30, 2019.   Stephen Bagley, Road Agent, and Adam Hurst, Assistant Road Agent, were present for the inspection.   Selectman Curless stated that the inspection occurred within 3 days of a 2” rainfall (during mud season) and the road appears to have proper drainage.  It was also noted that the crown of the road is correct.  The road appears to be approximately 6” to 9” above the existing grade.    This can be established through observation of the tree bases.   The road bed is responsible for approximately 300 ft. of drainage.  The low point is about 100’ left of the driveway for Map 09-975-565 and about 1 foot lower than the driveway.   Mr. Curless discussed grading that  Hebert’s could do on their property which would likely alleviate the reported drainage problems.    The Board will issue correspondence to the neighborhood advising that the Town will not be seeking an easement at this time.

 

The Board noted that construction debris currently goes to Naughton’s so no changes in the Town’s current procedures for disposal of construction debris (C&D) will be necessary as a result of Lebanon’s decision to no longer accept  C&D.

The Board noted the following items of correspondence:

Knollwood Environmental – Monitoring Results for March 2019

Notification of the DOT: Proposed Resurfacing Keyser Street/Wadleigh Hill/Penacook Road .6 miles, ¾” Paver Shim from NH 114 southerly to a P/J ~ .2 miles south of Wadleigh Hill Road
