Board of Selectman
Meeting Minutes of June 12, 2017

 

The meeting was called to order at 5:00 p.m. by Robert Wright, Jr., Chair. Present at the meeting was Robert Wright, Jr., Chair; William I. Curless, Selectman; Walter Baker, Jr., Selectman and Elly Phillips, Town Administrator.

 

The minutes from June 5, 2017 were approved as written. The Board reviewed and approved the following manifests:

PAYROLL MANIFEST: $   10,145.53

VENDOR MANIFEST:   $   95,880.71

 

BUILDING PERMITS:

The Board reviewed approved the following building permits:

Richard Manuel, 02-467-164, Camp Kemah Road for a shed

Ben Heller, 04-089-399, Meetinghouse Hill Road for renovations

 

OLD BUSINESS:

The Board issued Oaths of Office as Library Trustees for Diane O’Neil and Bill Bastille for a corrected term until March 2018.

 

Whiskey Pine will be attending the grounds at the Highway Department.

 

The Board noted correspondence from Town Counsel. Any disagreement as to the location of the property lines between the Reservation and the private property owners is a private property issue not within the town’s purview.  The Board of Selectmen will be placing on file the minutes from 10/11/16 and correspondence for 1/5/16 which evidence that the Warner Selectmen agree that the perambulated boundary is the town line. Therefore, there is no disagreement between the two towns as to the location of the town line.  The Board will issue correspondence to Jeff Evans regarding the findings.

 

The Board reviewed materials pertaining to the flood resiliency workshop. The map that was provided for the town would be useful to the Emergency Operation/Hazard Mitigation Plans.

 

NEW BUSINESS:

There was a discussion regarding the new process for automatic payroll deposits. The bank is now providing a different interface for submitting the automatic deposits that is very cumbersome for the bookkeeper.  BMSI offers a direct deposit module which would facilitate the automatic deposits, but there is a cost associated with the original acquisition and ongoing support.  Also, the bank may have a cost to interface with the BMSI software.  It was the sense of the Board that the Town should review services from other banks to determine whether there is something better out there.  Martin Carrier, Treasurer, would be the responsible individual to conduct such a search.  In addition, the transition should be done at the end of the year for accounting purposes.

 

SELECTMEN’S COMMENTS:

Selectman Baker reported that Hominy Pot Road has been paved and the guardrails have been installed. Selectman Baker is continuing to follow up with Erin Reardon, Right Angle Engineering regarding the library ramp.

 

There being no further business, the meeting was adjourned at 5:22 p.m.
