April 16, 2018 @ 4:00 p.m.

 

The meeting was called to order at 4:00 p.m. by William I. Curless, Chair.  Present at the meeting were William I. Curless, Chair; Dane Headley, Selectman; Robert Wright, Jr., Selectman; David Burnham, Health Officer; Robert DeFelice, KRSD Budget Committee Member and Elly Phillips, Town Administrator.

 

 

APPOINTMENTS/NON-PUBLIC SESSIONS

At 4:15 p.m David Burnham, Health Officer presented to discuss a nuisance complaint on Map 06-518-028, Christina Bartz. 

 

At 4:31 p.m. Selectman Wright made a motion to enter into non-public session under RSA 91-A:3,II(c) to consider matters which discussed in public would likely affect adversely the reputation of any person, other than a member of this Board.  Selectman Headley seconded the motion.  The Board was polled with Selectman Curless, Selectman Headley and Selectman Wright voting in the affirmative.  Public session reconvened at 5:11 p.m.  Selectman Wright made a motion to seal the minutes as it was determined that divulgence of this information would likely adversely affect the reputation of any person not a member of this Board.  Selectman Headley seconded the motion which passed by a vote of 3-0.

 At 5:14 p.m. Selectman Wright made a motion to enter into non-public session under RSA 91-A:3,II(c) matters which discussed in public, would likely affect adversely the reputation of any person, other than a member of this board, to include any application for assistance or tax abatement or waiver of a fee, fine or other levy, if based on inability to pay or poverty of the applicant.  Selectman Headley seconded the motion.  The Board was polled with Selectman Curless, Selectman Headley and Selectman Wright voting in the affirmative.   Public session resumed at 5:21.   Selectman Wright made a motion to seal the minutes as it was determined that matters discussed would likely adversely affect the reputation of any person not a member of this Board.  Selectman Headley seconded the motion.  The motion passed by a vote of 3-0.

 

At 5:21 Selectman Wright made a motion to enter into non-public session under RSA 91-A:3,II(a) to discuss a confidential personnel matter submitted by Shannon Storm.  Selectman Headley seconded the motion.  The Board was polled with Selectman Curless, Headley and Wright voting in the affirmative.  Public session reconvened at 5:34 p.m.  Selectman Curless made a motion to seal the minutes as it was determined that divulgence of the information would likely adversely affect the reputation of a person not a member of this Board.  Selectman Wright seconded the motion.  The motion passed by a vote of 3-0.

 

The minutes from April 9, 2018 were approved as written.  The Board reviewed and approved the following manifests:

PAYROLL MANIFEST:   $ 10,702.57

VENDOR MANIFEST:     $ 24,055.11

 

BUILDING PERMIT:

The Board reviewed and approved the following building permits:

David Cormier, Map 01-578-425, Birch Hill Road, for a home.

Thomas and Linda Robitaille, 09-879-462, Route 114, for a gas fireplace.

Gillian Martlew, Judith Parkinson ,06-446-174 Newbury Road, replace shingle roofing with FABRAL metal roofing.

 

INTENT TO CUT: 

The Board issued the following intent to cut:

Country Club of NH, Thomas Friel, Map 07-430-450 and 07-455-213 for 300 out of 300 acres

 

NEW BUSINESS:

The Board issued a yield tax for Robert O’Neil, Map 05-508-408, $2,546.88

The Board issued correspondence to Carol Merullo, Town Clerk/Tax Collector to authorize prepayment of taxes.

The Board discussed a request from the Town Clerk/Tax Collector’s office to dispose of documents through either offsite or onsite shredding.  Selectman Wright moved to authorize the Town Clerk/Tax Collector’s office and office staff to shred documents in accordance with record retention requirements.  Selectman Curless seconded the motion.  The motion passed by a vote of 2-0.  Selectman Curless suggested that the Town might explore conducting an onsite shredding day once a year which would be open to Sutton residents for a fee.

 

Robert DeFelice reported that Friends of Sutton Central School have started a Go Fund Me page for new playground equipment.  The District has appropriated $11,000 for the equipment and the Friends would like to raise an additional $11,000.
